This is a fully remote position, open to applicants in South Carolina.
• Act as a pivotal member of the executive leadership team and serve as the company's senior financial executive.
• Direct the financial management, financial strategy, government contract pricing, and contracts administration functions of the company.
• Supervise daily financial operations.
• Collaborate with the CEO to formulate the annual operating plan.
• Work with the CEO and senior leadership on developing short-, mid-, and long-term business strategies.
• Create financial strategies, policies, controls, and systems that align with strategic objectives.
• Ensure financial systems and practices comply with federal government contractor and audit requirements.
• Evaluate and manage financial and compliance risks.
• Establish, monitor, and predict indirect cost pools.
• Develop provisional billing rates and project final indirect rates.
• Oversee incurred-cost submissions and facilitate DCAA audit support.
• Lead the proposal pricing process, including cost/price models, labor rates, indirect rates, escalation, fee structures, subcontractor inputs, and profitability analysis.
• Collaborate with Business Development on competitive pricing strategies and Price-to-Win methodologies.
• Create proposal pricing tools, templates, assumptions, and review protocols.
• Institutionalize proposal pricing capabilities through training and cross-training initiatives.
• Assess SCA/CBA impacts, incumbent compensation, staffing assumptions, indirect-rate implications, and other GovCon cost drivers.
• Lead or assist in the preparation of cost and price volumes, basis-of-estimate documentation, pricing narratives, and accompanying schedules.
• Provide executive oversight for the contracts function throughout the entire contract lifecycle.
• Review solicitations, contracts, task orders, modifications, teaming agreements, NDAs, subcontract agreements, and additional contractual documents.
• Monitor contract funding, performance periods, ceilings, obligated amounts, option periods, and milestones.
• Liaise with government contracting officers, contract specialists, prime contractors, subcontractors, and customers.
• Ensure precise billing and invoicing through government systems and customer portals.
• Oversee accounts receivable and collections, addressing billing discrepancies and outstanding receivables.
• Maintain succession plans for the CFO and other crucial roles.
• Prepare financial statements, partner reports, and reports for governmental agencies.
• Collaborate with an external accounting firm on company tax returns.
• Lead the annual budgeting process and long-term financial forecasting.
• Analyze revenue, expenses, and net income projections against actual outcomes.
• Identify opportunities for reorganization, downsizing, or elimination.
• Assess long-range economic trends and their effects on anticipated growth.
• Perform other functions requested by the CEO related to the CFO's office.
• Master's degree in Business Administration (MBA), Accounting, or Finance is preferred.
• Certified Public Accountant designation is preferred.
• Previous experience as a CFO, Vice President of Finance, Controller, or in a comparable senior leadership role with FP&A responsibilities in a mid-sized federal/DoD/W contractor is necessary.
• A minimum of 15 years of directly relevant experience is required.
• Eight years of experience in government contracting is preferred.
• Familiarity with mergers and acquisitions, due diligence, banking relationships, corporate valuation, EBITDA growth strategies, and strategic transactions is essential.
• Experience managing or overseeing government-compliant accounting and ERP systems is required; Unanet experience is desirable.
• A public trust clearance is required.
• Eligibility for Secret Clearance is preferred.
• Comprehensive understanding of Generally Accepted Accounting Principles (GAAP), particularly revenue recognition.
• Knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Cost Accounting Standards (CAS), DCAA requirements and audit practices, and DCMA oversight is necessary.
• Proven experience in developing and reviewing competitive cost/price proposals for federal government contracts.
• Understanding of GovCon pricing mechanics, including direct labor, indirect rates, wrap rates, escalation, fee considerations, SCA/CBA implications, subcontractor pricing, and margin analysis.
• Capability to conduct scenario-based pricing analysis and collaborate with Growth/Capture teams on Price-to-Win strategies.
• In-depth knowledge of accounting principles, budgeting, balance sheets, income statements, cash flow, and capital planning management.
• Demonstrated leadership and team-building skills.
• Exceptional analytical and organizational skills.
• Proficiency in database management and accounting software applications.
• Extensive understanding of data analysis and key performance indicators (KPIs).
• Excellent organizational and time management skills.
• Strong interpersonal, communication, presentation, and problem-solving abilities.
• Must be capable of managing employees effectively.
