Business Policy Analyst

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Collaborate with the Service Owner and program stakeholders to identify biometric business and technical requirements, opportunities, customer challenges, and needs, while formulating fiscal year roadmaps.

• Oversee technical support operations for biometric systems, encompassing troubleshooting, coordination with engineering teams, prioritization of issues, and tracking resolutions.

• Provide managerial oversight of vendor operational support services, ensuring adherence to contracts, service-level agreements, and federal biometric standards.

• Act as a subject-matter expert on biometric standards, including EBTS, NIST, and changes from the FBI NGI.

• Conduct technical research, deliver briefings, draft white papers, and provide guidance on implementation impacts.

• Facilitate and/or lead meetings for customer liaison coordination to address service issues and identify new requirements.

• Engage in criminal and civil services Task Forces and Working Groups.

• Develop white papers and present strategic program roadmaps to senior leadership.

• Analyze and assess policies for consistency with U.S. Codes, CFR, Executive Orders, Departmental policies, organizational objectives, and legal requirements.

• Assist in drafting new policies and amendments.

• Conduct thorough policy reviews to ensure alignment with NIST SP 800-63, ANSI/NIST standards, CJIS Security Policy, DOJ, and federal regulations.

• Build working relationships with FBI CJIS leadership and technical teams to improve services and facilitate information sharing.

• Define, document, and present strategic roadmaps for upcoming biometric integrations such as facial recognition, palm, and iris recognition.

• Ensure alignment of projects with business objectives.

• Manage, monitor, and deliver program requirements, SLAs, and deliverables.

• Align service management processes with ISO 27/20K controls.

• Perform project planning, monitoring, and control, including resource allocation and management of deliverables.

• Oversee vendor relationships to ensure compliance with contracts.

• Supervise projects through system releases, deliverables, and data requests.

• Review, triage, and analyze support tickets; identify trends and propose solutions.

• Coordinate and facilitate the resolution of urgent operational support issues.

⛳️ Requirements

• Over 10 years of experience in IT with a focus on ITSM, System Auditing, and Policies.

• More than 5 years of experience in Program Management and Leadership.

• Extensive understanding of project management principles and the ability to function within project constraints.

• Experience utilizing automation/tools to gather and analyze system and program metrics.

• Proven proficiency in using MS Office Suite, including Word, PowerPoint, Excel, Project, and SharePoint.

• Familiarity with biometric standards, including Electronic Biometric Transmission Specification (EBTS), ANSI/NIST ITL biometric standards, and CJIS Security Policy (preferred).

• Exceptional analytical, problem-solving, and presentation skills.

• Strong customer relationship management capabilities.

• Previous exposure to Law Enforcement or familiarity with federal/state law enforcement or DOJ IT programs (preferred).

• Ability to coordinate and manage multiple tasks and priorities effectively.

• Strong communication and interpersonal skills for effective stakeholder management.

• Proficiency in project management tools and software, particularly Microsoft Project (strongly preferred).

• Experience working with Dynamics.

• Ability to obtain a DOJ public trust clearance; the selected candidate must meet Government Public Trust security investigation eligibility requirements.

• Must be capable of performing tasks in a general office environment.
