
Budget Execution Analyst – Supporting NOAA

This is a fully remote position, open to applicants in Maryland.
• Assist with budget execution for a NOAA/NWS Financial Management Center or Headquarters.
• Generate reports from NOAA financial systems, which include Oracle E-Business Suite (EBS), Enterprise Data Warehouse (EDW), and Financial Management Data System (FMDS).
• Summarize quantitative information for monthly commitments, obligations, contract statuses, and complex payment reports.
• Develop and monitor monthly and annual obligation plans.
• Oversee the tracking of funds transferred from other NOAA or NWS Financial Management Centers.
• Comprehend and apply accounting codes along with pertinent business regulations.
• Process financial correction documentation.
• Perform variance analysis to compare planned obligations with actual obligations and provide justifications for variances to leadership and NOAA headquarters.
• Create and utilize tracking tools to monitor NWS contracts and grants through all stages: planning, clearance, funding, and execution.
• Convert accounting system data into Excel spreadsheets and PowerPoint presentations.
• Produce, maintain, and update templates, forms, process documents, and slides for NWS reviews.
• Address data requests from FMCs, NWS Headquarters, NOAA Headquarters, the Department of Commerce, OMB, and/or Congress.
• Input requested data into the Financial Management Data System.
• Deliver financial management analyses, assessments, and recommendations.
• Bachelor’s Degree with 8 years of experience in federal budgeting or related fields such as finance, budgeting, accounting, or other quantitative disciplines.
• A Master’s Degree may substitute for 2 years of experience.
• A PhD may substitute for 4 years of experience.
• Capability to convert data and findings into clear, user-friendly spreadsheets and PowerPoint presentations.
• Outstanding oral presentation abilities, capable of briefing findings and materials to management.
• Effective communication skills in groups of senior leaders, discerning when to contribute or defer to management.
• Proactive in anticipating management’s inquiries and fulfilling their requirements proactively.
• Ability to analyze extensive data and reports to quickly find solutions to management’s questions.
• Strong interpersonal and customer service skills for managing customer expectations and responding to requests.
• Willingness to seek assistance when necessary to meet deadlines.
• Familiarity with the NOAA accounting system is advantageous.
• Experience with governmental financial systems and terminology is preferred.
• A passion for the NOAA mission is a plus.
• Remote position.
• Work hours are aligned with the Eastern Time Zone.
