
Budget Execution Analyst – Supporting NOAA

This is a fully remote position, open to applicants in Maryland.
• Deliver budget execution assistance to a NOS Financial Management Center or Headquarters.
• Extract reports from NOAA financial systems, which include Oracle E-Business Suite (EBS), Enterprise Data Warehouse (EDW), and Financial Management Data System (FMDS).
• Compile quantitative data for monthly commitments, obligations, contract statuses, and intricate payment reports.
• Aid in the development and oversight of monthly and annual obligation plans.
• Monitor funds allocated from other NOAA or NOS Financial Management Centers.
• Grasp and apply accounting codes along with applicable business regulations.
• Process documentation for financial adjustments.
• Perform variance analysis by comparing planned obligations with actual obligations, and explain discrepancies to FMC leadership and NOAA headquarters.
• Create and implement tracking tools to oversee NOS grants throughout planning, clearance, funding, and execution phases.
• Convert accounting system data into Excel spreadsheets and PowerPoint presentations.
• Develop, sustain, and refresh templates, forms, process documents, and slides for NOS evaluations.
• Address data requests from other FMCs, NOS or NWS Headquarters, NOAA Headquarters, the Department of Commerce, OMB, and/or Congress.
• Input data into the Financial Management Data System as needed.
• Provide budget planning and execution assistance for NOAA/NOS.
• Analyze data to uncover trends, predict potential budget challenges, and formulate corrective measures.
• Bachelor’s Degree with 5 years of experience in federal budgeting or related fields (e.g., finance, budgeting, accounting, or another highly quantitative area).
• Four years of relevant experience can substitute for a Bachelor's Degree.
• A Master’s Degree may replace 2 years of experience.
• A PhD may count as a substitute for 4 years of experience.
• Proficiency in transforming data and insights into clear, user-friendly spreadsheets and PowerPoint presentations.
• Outstanding oral presentation capabilities, with the aptitude to convey findings and materials to management.
• Effective communication skills in groups of senior leaders, understanding when to voice opinions versus deferring to management.
• Proactively work to foresee management’s inquiries and fulfill their needs ahead of time.
• Navigate through extensive data and reports to quickly find answers to management’s questions.
• Strong interpersonal skills, including customer service abilities, to effectively manage customer expectations and address requests.
• Recognizing when to seek assistance to meet assigned deadlines.
• Familiarity with the NOAA accounting system is advantageous.
• Experience with government financial systems and terminology is preferred.
• A passion for the NOAA mission is a plus.
