This is a fully remote position, open to applicants in United States.
• Oversee the complete proposal development process for research grants, cooperative agreements, and contracts.
• Collaborate with Principal Investigators and project leaders to create multi-year project budgets, cost proposals, and comprehensive budget narratives.
• Facilitate data entry, document assembly, and formal proposal submissions across UCAR systems and federal sponsor portals.
• Conduct pre-submission compliance checks for cost allowability, cost-share obligations, indirect rate applications, and sponsor restrictions.
• Manage active direct awards, contract vehicles, and subawards through to award closeout.
• Execute financial reviews, monitor burn rates, reconcile expenditures, perform cost transfers, and generate rolling forecasts.
• Ensure compliance with federal regulations, sponsor terms, and organizational cost principles; assist with audit reviews.
• Compile monthly, quarterly, and annual financial reports, sponsor billing packages, and closeout documentation.
• Draft and process award amendments, budget reallocations, scope modifications, and no-cost extensions.
• Act as the financial Subject Matter Expert for Principal Investigators, program managers, and department leaders.
• Serve as the financial intermediary between UCAR project teams and federal sponsor representatives, including NOAA, NASA, and NSF.
• Create financial dashboards, metric reports, and summary presentations.
• Employ advanced spreadsheet modeling and ERP tools to enhance budgeting workflows and minimize reporting turnaround times.
• Bachelor’s degree in a relevant academic field and five years of experience in managing federal funds (grants, awards, contracts, etc.).
• Alternatively, a Master’s degree with three years of relevant experience.
• Or an equivalent combination of education and experience that qualifies the individual to fulfill the described duties.
• Advanced expertise in managing grants, cooperative agreements, contracts, and task orders in accordance with federal and sponsor requirements.
• High proficiency in preparing project budgets and submitting proposal packages through Grants.gov, Research.gov, UCAR systems, and similar platforms.
• Strong capability in multi-year budget development, financial analysis, cost control, burn-rate tracking, and key operational statistics.
• Advanced skills in Excel or Google Sheets for intricate financial analysis, scenario modeling, and executive status reporting.
• Intermediate knowledge of federal award requirements, including OMB Uniform Guidance, along with UCAR policies, guidelines, and procedures.
• Excellent interpersonal, verbal, and written communication abilities.
• Strong analytical and problem-solving skills.
• Capacity to work independently with minimal supervision and collaborate effectively within a team environment.
• Exceptional sensitivity and discretion when managing confidential financial, personnel, and institutional information.
• Background checks and/or federal screenings will be conducted for selected candidates.
• All positions require adherence to U.S. export control regulations and work location requirements.
• Preferred: Direct experience in managing federal awards under OMB Uniform Guidance (2 CFR 200) and FAR.
• Preferred: Experience in managing NOAA contractual vehicles, grants, or cooperative agreements.
