📋 Description

• Lead the BSA/AML Program Office and facilitate governance, reporting, and program coordination for the Bank’s BSA/AML and Sanctions compliance initiatives.

• Report to the BSA/AML Officer and manage the BSA/AML Program Office team.

• Organize the BSA/AML Working Group Committee, which includes maintaining the charter, scheduling meetings, preparing agendas, compiling materials, recording minutes, documenting decisions, and tracking action items.

• Create and unify management, Board, Board committee, and executive reporting, encompassing metrics, trend analysis, emerging risks, and resource limitations.

• Evaluate reported outcomes, address discrepancies, analyze trends and anomalies, and escalate emerging issues as necessary.

• Prepare program materials for regulatory examinations, internal audits, and independent testing.

• Oversee the execution of program strategies and initiatives across functional teams, monitor dependencies and commitments, and escalate any issues.

• Facilitate BSA/AML involvement in Bank-level strategic initiatives and ensure they align with enterprise priorities.

• Manage the centralized intake and coordination of new business, product, and partner requests directed to BSA/AML.

• Aggregate departmental capacity and staffing needs, examine resource data, prioritize staffing requests, and assist in developing resourcing business cases.

• Collaborate on organizational structure, role definitions, job descriptions, hiring priorities, and onboarding processes.

• Coordinate external vendor, consultant, and advisor relationships and oversee related financial tracking.

• Work alongside Finance on budgets, forecasts, accruals, variance analysis, headcount, and third-party expenses.

• Lead and nurture the Program Office team, establish operating procedures, set objectives, manage performance, and encourage professional growth.


⛳️ Requirements

• Bachelor’s degree required; an advanced degree (JD, MBA, or a master’s in a related field) is preferred.

• CAMS, CFCS, or an equivalent financial crimes certification is mandatory.

• A minimum of 8 years of progressive experience in BSA/AML, sanctions, or financial crimes compliance within a bank, credit union, or other regulated financial institution.

• At least 4 years of experience supporting BSA/AML program governance, program management, or a similar role.

• Proven experience in preparing reports for the Board, Board committees, and executive management regarding compliance or risk programs, including metric selection, trend analysis, and narrative crafting.

• Familiarity with BSA/AML regulatory requirements, the FFIEC BSA/AML Examination Manual, and the regulatory examination process.

• Experience in coordinating external vendors, consultants, or advisory engagements, including managing intake, internal approvals, and financial tracking.

• Leadership experience, including managing professional staff, establishing objectives, and developing team capabilities.

• Advanced skills in Excel and PowerPoint, particularly in building and maintaining models and creating executive-level presentations.

• Excellent written and verbal communication skills, including the ability to prepare materials for Board, regulatory, and audit audiences.

• Direct experience in performing or overseeing core BSA/AML activities — transaction monitoring and case investigation, SAR decision-making and filing, sanctions screening, KYC/CDD/EDD, or BSA/AML risk assessment.

• Experience in consolidating and analyzing capacity, staffing, or resource data across various teams and formulating resourcing recommendations for senior leadership.

• Experience tracking program or departmental financials, including budgets, forecasts, and third-party spending.

• Background in Banking-as-a-Service (BaaS), fintech partnerships, or payment environments is preferred.

• Change management experience is a plus.

• Ability to handle confidential personnel, regulatory, and investigative matters with discretion is essential.
