Assistant Program Director – Child Welfare

This is a fully remote position, open to applicants in United States.

📋 Description

• Assist the Program Director in strategic planning, implementation of multi-state programs, management of staff, and overall operational duties.

• Act as the secondary liaison with the Office of Refugee Resettlement (ORR).

• Collaborate with Federal Field Specialists, Project Officers, and essential partners on service delivery, consultation, and quality assurance reporting.

• Represent the Program Director in their absence, making decisions on time-sensitive cases and operational issues.

• Manage daily operations of Home Study (HS) and Post-Release Services (PRS).

• Ensure that home studies, safety and well-being checks, case management, and intensive engagements are completed within the timeframes required by ORR.

• Lead quality assurance initiatives, including case file reviews, report quality assessments, and follow-up on corrective actions.

• Supervise regional supervisors, case manager supervisors, and other key staff members.

• Ensure that staff establish achievable goals and receive ongoing coaching and performance evaluations.

• Develop, sustain, and quarterly update the documented staffing plan.

• Coordinate onboarding, background check clearances, and initial and annual training requirements mandated by ORR.

• Monitor compliance with contractual, legal, regulatory, fiscal, and audit standards.

• Communicate risks to the Program Director.

• Assist in the preparation and submission of reports on outcomes, deliverables, financials, and compliance metrics.

• Protect confidential records of children and sponsors.

• Exemplify and promote a trauma-informed, culturally responsive, mission-driven organizational culture.

⛳️ Requirements

• Bachelor’s degree in education, psychology, sociology, or behavioral science (social work or equivalent).

• Over 5 years of progressive experience in social services or child care agencies, with a focus on supervisory or leadership roles.

• Proficient in supervisory and project management tasks.

• Background in quality assurance, compliance monitoring, or program evaluation.

• Familiarity with local community social services.

• Experience in home study, post-release services, or both.

• Experience working with immigrant populations.

• Knowledge of family preservation, kinship care, and child welfare practices.

• Experience in professional assessment report writing.

• Background in child welfare and case management.

• Ability to work typically Monday through Friday during standard business hours, with schedules adjusting as project needs dictate.

• Must currently reside in and be authorized to work in the United States.

• Capability to obtain and maintain a Federal Public Trust clearance/suitability determination.

• Preferred: Master’s degree in social work or a related field.

• Preferred: Prior experience in an ORR-funded HS/PRS, shelter, or other unaccompanied children programs.

• Preferred: Bilingual proficiency in Spanish or another language frequently spoken by the children served.
