Archaeologist, Environmental Specialist II

This is a fully remote position, open to applicants in Texas.

📋 Description

• Act as the Senior Technical Authority for the Western Region on NHPA matters, ensuring compliance with Section 106 for federally funded projects.

• Assess whether activities qualify as undertakings, identify historic properties, outline direct and indirect Areas of Potential Effects, and prepare necessary documentation.

• Utilize National Register eligibility criteria to make and defend findings regarding effects.

• Negotiate, draft, and facilitate the execution of Memoranda of Agreement and Programmatic Agreements.

• Oversee the resolution of adverse effects through strategies focused on avoidance, minimization, and mitigation.

• Collaborate with SHPOs across various jurisdictions and assist federal agencies in coordinating with federally recognized Tribes and THPOs.

• Identify consulting parties and promote public involvement in accordance with 36 CFR 800.2(c).

• Safeguard sensitive site information as mandated by NHPA Section 304 and the Archaeological Resources Protection Act.

• Provide guidance to federal agencies regarding participation in the Advisory Council on Historic Preservation.

• Contribute to proposals and statements of work by outlining cultural resources scope, level-of-effort assumptions, and pricing.

• Mentor archaeologists and architectural historians.

• Maintain firm qualifications and uphold permit standing.

• Represent JSI in interactions with clients, agencies, trade associations, and at technical conferences.

⛳️ Requirements

• A Master's degree in Anthropology, Archaeology, Architectural History, Historic Preservation, History, or a related field.

• Must meet the Secretary of the Interior's Professional Qualification Standards (36 CFR Part 61) in Archaeology, Architectural History, or History.

• At least 5 years of experience in Section 106 compliance practice, with a minimum of four years in a principal, program-lead, or equivalent decision-making position.

• Proven track record of drafting and negotiating Memoranda of Agreement or Programmatic Agreements to completion.

• Direct, sustained consultation experience with multiple SHPOs and THPOs or Tribal representatives.

• A portfolio showcasing eligibility and effect determinations that have successfully passed agency reviews.

• Experience with linear or corridor undertakings that span multiple jurisdictions.

• Strong technical writing skills, including the ability to produce MOAs, PAs, and other regulatory documentation.

• Preferred: Registered Professional Archaeologist (RPA) credential.

• Preferred: Experience supporting broadband, telecommunications, BEAD, ReConnect, E-Rate, or FCC tower siting through TCNS and Forms 620/621.

• Preferred: Familiarity with ArcGIS Pro, geospatial analysis, archaeological predictive modeling, or cultural resources GIS applications.
