This is a fully remote position, open to applicants in United States.
• Evaluate the existing EAG automation capabilities and establish baselines within 60 days post-award.
• Create and implement a Section 508-compliant Developer Portal featuring a searchable API catalog, comprehensive documentation, usage instructions, access request workflows, and integration with enterprise IAM.
• Design and execute automated API onboarding workflows that are integrated into IRS-approved CI/CD pipelines.
• Automate processes including registration, routing for access approval, provisioning of gateway configurations, enforcement of policies, and role-based access control (RBAC).
• Achieve a reduction of manual API onboarding steps by at least 75% in accordance with approved schedule milestones.
• Maintain a minimum automated onboarding success rate of 90% without requiring manual rework.
• Implement automation for API governance concerning specifications, governance, security, telemetry, and Zero Trust validation.
• Ensure that 100% of newly onboarded and migrated APIs adhere to Zero Trust requirements prior to production deployment.
• Enhance and sustain AppDynamics and ELK dashboards.
• Develop a roadmap for OpenTelemetry implementation.
• Deliver Developer Portal capabilities, automated onboarding workflow implementation, API governance standards, and updated runbooks as per the Deliverables schedule.
• Over 5 years of experience in designing, developing, and maintaining API lifecycle automation workflows, developer portals, and API governance tools.
• Proficiency in API gateway automation, including configuration-as-code, automated onboarding pipelines, policy enforcement, and RBAC implementation.
• Experience integrating with enterprise CI/CD pipelines within an organization-owned DevSecOps framework; does not own or administer the CI/CD platform.
• Familiarity with developer portal platforms such as Backstage, Stoplight, Kong Dev Portal, Apigee Developer Portal, or similar.
• Knowledge of Zero Trust API security principles, including authentication, authorization, token validation, encryption, API segmentation, and least-privilege access.
• Experience with observability tools like AppDynamics and the ELK stack; familiarity with OpenTelemetry.
• An active IRS Minimum Background Investigation (MBI) is required.
• Preferred: Experience delivering developer portals for Kong, Apigee, MuleSoft, Azure APIM, or AWS API Gateway.
• Preferred: Experience with Section 508 / WCAG 2.1 accessibility compliance.
• Preferred: Experience implementing OpenTelemetry.
• Preferred: Federal IT automation experience with documented quantified SLA achievements.
• U.S. Citizenship is mandatory.
• Must fulfill eligibility criteria for accessing classified information and be capable of obtaining a government-granted security clearance.
