This is a fully remote position, open to applicants in United States.
• Take full ownership of recapture performance from start to finish: achieving a minimum of 90% on water, sewer, and stormwater, and 100% on trash where costs can be billed to residents.
• Lead and manage a team of analysts, prioritize tasks, and ensure accountability.
• Perform rate analysis, initiate billback launches, oversee submetering, and manage vendor contracts.
• Collaborate with accounting, legal teams, community managers, external vendors, and residents.
• Assign a dedicated owner to each community to oversee recapture performance.
• Conduct monthly performance reviews to assess progress against 90%/100% targets and track any misses, assigning accountability to owners and specifying dates.
• Review the work of analysts, including rate analyses and billback recommendations, prior to leadership review.
• Mentor analysts in rate analysis and ensure compliance with state regulations.
• Investigate any recapture misses and document the underlying causes.
• Manage the billback opportunity pipeline from the rate analysis stage through to the first bill.
• Identify instances of over-recapture and under-recapture and prepare executive summaries for P&L discussions.
• Oversee changes to rate tables and initiate new billback launches within the billing platform.
• Review exceptional high and low read cases.
• Audit provider invoices against resident billing for accuracy.
• Supervise the submetering installation process across various properties and vendors.
• Maintain the master tracker for submetering contracts.
• Negotiate and manage agreements with waste haulers, cable providers, and internet services.
• Route agreements through the legal department and monitor renewal timelines.
• Maintain the compliance tracker for rate notices across operating states.
• Ensure adherence to notice timelines and content requirements.
• Develop annual utility budgets based on historical actuals, provider rate schedules, and contract stipulations.
• Assist with the broader budget cycle through utility trend analysis.
• Minimum of 4 years of experience in utility management, property operations, or financial/revenue analysis.
• Proven experience in people management, including setting expectations, evaluating work, and addressing performance challenges.
• Proficient in Excel with the ability to handle large general ledger exports.
• Familiarity with multi-state utility pass-through regulations, or the capability to learn quickly.
• Excellent vendor negotiation skills.
• Strong written communication abilities for drafting resident notices, responding to regulators, and creating executive summaries.
• Experience with utility billing platforms such as ManageAmerica or Conservice is a plus.
• Experience managing multiple recurring cycles like reporting, notices, and renewals accurately is desirable.
