Transition Manager

This is a fully remote position, open to applicants in Pennsylvania, +1 more state.

📋 Description

• Direct all Phase-In transition efforts for the IOSS Application Services program.

• Oversee knowledge transfer, documentation, standard operating procedures (SOPs), tool access, and operational handover across Application Services areas.

• Manage onboarding, account provisioning, baseline evaluations, readiness assessments, and risk mitigation strategies during the transition.

• Create transition governance structures, schedules, synchronization meetings, dependency mapping, risk management boards, and communication with stakeholders.

• Ensure compliance with federal cybersecurity mandates, VA Handbook 6500, TRM, and security and privacy standards defined by the Performance Work Statement (PWS).

• Facilitate cross-functional integration among teams including Cybersecurity, ICAM, PKI, Web/Middleware, Virtualization, Printer Security, Database, and OC/CMOP.

• Generate executive-level reports, dashboards, and updates regarding readiness, risks, onboarding status, and transition effectiveness.

• Confirm that validated documentation, SOPs, architectural diagrams, and operational runbooks are successfully transitioned to GDIT’s management.

• Identify opportunities for modernization that align with Zero Trust principles, cloud migration strategies, and long-term enterprise enhancements.

• Assist with escalations, incident management, and enterprise governance activities as required.

⛳️ Requirements

• Bachelor’s degree with over 8 years of experience in enterprise IT operations, program management, or technical leadership roles.

• Proven experience managing large-scale federal or enterprise IT transitions across diverse technical domains.

• Strong knowledge of NIST SP 800-53, Risk Management Framework (RMF), Zero Trust architecture, and TIC 3.0.

• Capability to lead cross-functional engineering and operations teams within multi-vendor environments.

• Experience in identity services, PKI, vulnerability management, database operations, web/middleware hosting, virtualization, and workflow automation.

• Competence in project management, stakeholder engagement, risk mitigation, status reporting, and governance practices.

• Exceptional organizational skills and strategic thinking abilities.

• Proficiency in conveying technical information to executive stakeholders.

• Capacity to assist with escalations, incident management, and enterprise governance activities.

• Must be eligible to obtain a Public Trust clearance.

• US Citizenship is required.

• Visa sponsorship is not available.

• Preferred qualifications: PMP, PgMP, SAFe, or ITIL v4 certification.

• Preferred experience in supporting the VA or other federal agencies.

• Preferred experience in leading RMF, Authority to Operate (ATO), cybersecurity compliance, or large systems integration initiatives.

• Preferred technical expertise in cloud platforms, PKI, ICAM, virtualization, middleware, databases, or enterprise monitoring solutions.

• Preferred experience managing performance-based contracts and environments focused on Key Performance Indicators (KPI) and Acceptable Quality Levels (AQL).
