This is a fully remote position, open to applicants in Virginia.

📋 Description

• Design, configure, and create solutions on the ServiceNow platform in accordance with SBA requirements and governance standards.

• Enhance and support existing ServiceNow functionalities, including ITSM and associated production modules.

• Develop and maintain custom applications, workflows, business rules, UI policies, client scripts, and integrations.

• Engage in sprint planning, backlog refinement, peer reviews, testing, and release processes.

• Spearhead the implementation and enhancement of ServiceNow Strategic Portfolio Management capabilities, including Demand Management, Project Portfolio Management, Resource Management, and Investment Funding.

• Configure SPM data models, workflows, and reports to prioritize portfolios, track finances, and manage performance.

• Collaborate with stakeholders to convert portfolio management requirements into scalable ServiceNow solutions.

• Ensure SPM configurations are aligned with out-of-the-box functionality and ServiceNow best practices.

• Assist with SPM data migration, configuration refinement, and adoption efforts.

• Collaborate with business analysts, architects, project managers, and federal stakeholders.

• Adhere to platform governance, change management, and quality assurance protocols.

• Provide technical insights during requirements discussions.

• Assist in producing technical design documents and configuration guides.


⛳️ Requirements

• A minimum of five years of practical experience in ServiceNow development.

• Proven experience in implementing and configuring ServiceNow Strategic Portfolio Management within an enterprise setting.

• In-depth understanding of ServiceNow data models, scripting, and platform architecture.

• Familiarity with Agile or SAFe delivery methodologies.

• Capability to work efficiently in a regulated federal environment with strict governance and documentation standards.

• Excellent communication skills and the ability to collaborate with both technical and non-technical stakeholders.

• Hands-on experience from the initial design to the production deployment of ServiceNow Strategic Portfolio Management.

• Experience in configuring Demand Management, Project Portfolio Management, and at least one additional SPM sub-module, such as Resource Management or Financial Planning.

• Ability to design and configure portfolio-level data models, including demand intake, project hierarchies, funding entities, cost plans, benefit plans, and key performance indicators.

• Experience in configuring portfolio governance processes, such as demand scoring models, prioritization frameworks, approval workflows, and stage gate controls.

• Practical experience in developing and configuring SPM reports, dashboards, and performance analytics.

• Familiarity with aligning SPM configurations to organizational investment planning, capital planning, or portfolio review processes.

• Ability to configure SPM using out-of-the-box capabilities primarily, with justification and documentation for any customizations.

• Experience in supporting data migration or the onboarding of legacy project and portfolio data into ServiceNow SPM, including data validation and reconciliation.

• Strong understanding of SPM integrations with ITSM, Agile Development, and other ServiceNow modules.

• Experience in participating in or leading SPM-related requirements workshops with business and executive stakeholders.

• Ability to translate vague portfolio management concepts into ServiceNow configurations, workflows, and reporting structures.

• Bachelor's Degree or equivalent experience.

• ServiceNow System Administration certification (CSA).

• Public Trust security clearance.

• Experience providing support for ServiceNow in federal civilian agency environments.

• Familiarity with ServiceNow platform governance models, architectural review boards, change control, and release management.

• Solid understanding of ITSM processes, including Incident, Problem, Change, and Request Management.

• Experience with ServiceNow integrations utilizing IntegrationHub, REST APIs, or middleware platforms.

• Participation in CMDB initiatives, including CI modeling, data quality, and integration alignment.

• Knowledge of ServiceNow analytics, reporting, and dashboard development.

• Experience supporting production ServiceNow environments with responsibilities for uptime, stability, and operational support.

• Strong documentation skills appropriate for audit and knowledge transfer.

• Proficient Agile delivery experience, including sprint planning, demos, and retrospectives.

• High-quality documentation and communication abilities for stakeholder reporting and training.
