This is a fully remote position, open to applicants in United States.
• Act as the primary escalation point for intricate voice incidents and conduct thorough analyses of complete SIP dialogs to pinpoint signaling failures across multi-hop call paths.
• Resolve advanced call flows such as transfers, call forking, hunt and pilot groups, conferencing, call park, shared lines, simultaneous ringing, emergency calling, and cloud/hybrid routing through various SBCs.
• Identify issues related to SDP offer/answer and codec negotiation failures, early media, DTMF mismatches, SRTP key exchange problems, one-way/no-way audio, and media anchoring or bypass challenges.
• Analyze and modify SIP headers while creating SBC message manipulation and normalization protocols.
• Utilize Wireshark/TShark, SBC debugging and tracing tools, call-control platform traces, call-detail records, and ladder diagrams to reconstruct call flows and document underlying causes.
• Provide written root-cause analyses along with permanent corrective measures, incorporating lessons learned into shared design standards and operational procedures.
• Conduct and document DISA STIG and SRG compliance assessments for voice, UC, and SBC systems.
• Employ DISA STIG Viewer, SCAP Compliance Checker, Evaluate-STIG, and authenticated vulnerability scans to maintain STIG checklists and validate findings.
• Formulate remediation strategies, enhance configurations, and establish secure configuration baselines.
• Offer voice-specific technical insights for RMF packages, POA&Ms, and ATO activities.
• Implement and resolve issues related to SIP over TLS, mutual TLS, SRTP, certificate and PKI management, and secure trunking.
• Troubleshoot Layer 2/3 networking, NAT, firewall traversal, QoS, packet loss, jitter, latency, and MTU issues impacting voice quality.
• Author and review both high- and low-level designs, implementation procedures, test plans, and rollback strategies; approve designs created by other engineers.
• Design and integrate IP telephony, SIP trunking, and SBC platforms, including Cisco Unified Communications Manager, Cisco CUBE, AudioCodes Mediant, and Ribbon SBC.
• Create enterprise dial plans, E.164 normalization, digit manipulation, route patterns, and carrier/PSTN interconnections.
• Design integrations with Microsoft Teams Phone, Webex Calling, and similar cloud platforms.
• Mentor and support other engineers through design reviews, configuration peer reviews, and knowledge transfer sessions.
• Lead technical discussions with manufacturers, carriers, and SIP service providers.
• Serve as the voice engineering subject matter expert across multiple DoD contracts and prioritize technical tasks across various programs.
• Develop standardized voice architectures, STIG-compliant baselines, and SIP normalization standards applicable across contracts and customers.
• Contribute to roadmaps, modernization strategies, capture/proposal activities, solution designs, bills of material, and level-of-effort estimates.
• Present technical risks, recommendations, and solution trade-offs to program managers, government clients, and executive leadership.
• A Bachelor's degree with 12 or more years of relevant experience, or a Master's degree with 10 or more years in VoIP, enterprise telephony, unified communications, network engineering, or a closely related field.
• Additional relevant experience and certifications may be accepted in lieu of a degree.
• An active Secret clearance is required for consideration.
• Capability to obtain an IAT Level II certification (e.g., CompTIA Security+ CE) within the timeframe stipulated by the contract.
• Expert-level, hands-on experience in analyzing SIP dialogs and SDP negotiation within packet captures and platform traces to address complex, multi-hop call-flow failures.
• Proven experience in conducting DISA STIG compliance checks, completing STIG checklists, and addressing findings related to voice, UC, or network infrastructure.
• Strong working knowledge of enterprise switching and routing, including VLANs, trunking, Spanning Tree, routing protocols, ACLs, NAT, and QoS.
• Practical experience with at least one enterprise call-control platform and one enterprise SBC.
• Ability to clearly communicate complex technical issues, risks, and recommendations to engineers, customers, and program/executive leadership across multiple projects, while fostering consensus.
• Advanced knowledge of SIP, SDP, RTP/RTCP, SRTP, TLS, H.323, MGCP, and ISDN/PRI, including pertinent IETF RFCs.
• Experience with DISA STIG Viewer, SCAP Compliance Checker, Evaluate-STIG, ACAS/Tenable Nessus, and RMF artifacts.
