This is a fully remote position, open to applicants in United States.
• Oversee a portfolio comprising complex, high-value, high-risk, or strategically crucial subcontracts.
• Implement the entire subcontract lifecycle, from acquisition planning and proposal assistance to closeout.
• Formulate solicitation strategies and create RFQs, RFPs, IFBs, and various subcontract documentation.
• Direct subcontractor source-selection processes and assess technical, schedule, past-performance, compliance, and cost or price factors.
• Conduct cost and price analysis, market research, and negotiations.
• Negotiate terms of subcontracts, including statements of work, pricing, delivery, intellectual property, data rights, warranties, indemnification, and liability clauses.
• Prepare, issue, and manage subcontracts, purchase orders, task orders, modifications, NDAs, and teaming-related documents.
• Supervise subcontractor performance, funding, deliverables, invoicing, schedules, compliance, and milestones.
• Identify risks associated with subcontracts and devise mitigation strategies.
• Manage changes, equitable-adjustment requests, disputes, performance issues, corrective actions, and closeout processes.
• Maintain subcontract files that are ready for audit.
• Provide daily leadership, guidance, workload distribution, coaching, mentoring, feedback, and performance support to subcontract personnel.
• Act as an escalation point for challenging negotiations, performance issues, customer concerns, and compliance inquiries.
• Interpret prime contract requirements, subcontract terms, FAR, DFARS, agency supplements, and other regulatory mandates.
• Ensure adherence to relevant regulations, policies, contractual obligations, and customer specifications.
• Collaborate with program managers and technical stakeholders regarding requirements, schedules, evaluation criteria, and subcontract strategies.
• Assist in proposal activities, audits, purchasing system reviews, compliance assessments, and corrective actions.
• Enhance and refine subcontract templates, tools, procedures, workflows, metrics, and internal controls.
• Report on subcontract status, workload, performance, risk, and compliance to leadership.
• Engage in special projects and undertake other assigned responsibilities.
• A Bachelor’s degree in business administration, supply chain management, contracts management, finance, law, or a related field is preferred.
• Relevant professional experience may be accepted in lieu of a degree.
• A minimum of 8 years of progressively responsible experience in subcontract management, contracts, subcontracts, supply chain, or a related area.
• Proven experience in independently managing complex subcontracts that support U.S. federal government prime contracts.
• Experience in leading, supervising, mentoring, or providing functional oversight to subcontract or procurement professionals.
• Strong working knowledge of FAR and DFARS regulations.
• Familiarity with multiple subcontract and prime contract types.
• Experience in conducting cost and price analysis and leading intricate subcontract negotiations.
• Proficiency in Microsoft 365 applications, including Outlook, Excel, Word, PowerPoint, and Teams.
• Proficiency with electronic procurement and contract management systems.
• Capability to remain stationary and perform repetitive tasks for extended periods.
