This is a fully remote position, open to applicants in Maryland.
• Conduct research on industry best practices and analyze data sources for Medicaid and the Children’s Health Insurance Program (CHIP), including claims, TAF, program oversight metrics, scorecards, and performance data.
• Identify trends, clusters, and insights that guide policy formulation, operational enhancements, and feature development aligned with CMS business requirements.
• Execute routine and exploratory data analysis employing statistical techniques, predictive modeling, and data mining methodologies.
• Construct predictive models, reveal trends, and produce actionable insights.
• Create and present reports, ad hoc analyses, and data visualizations based on Human-Centered Design (HCD) and User Experience (UX) best practices.
• Collaborate in an agile setting with data analysts, data scientists, and both internal and external stakeholders.
• Define analytical needs, develop value-added solutions, and improve business operations.
• Spearhead the development of analytic products utilizing Medicaid and CHIP data for pilot studies, operational dashboards, and reporting dashboards.
• Conduct research, data exploration, analysis, and validation.
• Oversee the development and release of assigned research projects and analytic use cases independently or collaboratively.
• Provide guidance and direction to both technical and non-technical personnel.
• Prepare presentation materials, reports, and draft manuscripts.
• Communicate findings to clients and scientific audiences through effective presentations.
• Integrate qualitative design research with exploratory data analysis to enhance health policy and outcomes.
• Review documentation, reference materials, and training resources concerning analytic strategies, data structures, data content, and observations on data quality.
• Must be a U.S. citizen or otherwise authorized to work in the United States.
• Must demonstrate physical residency in the U.S. for at least 3 of the past 5 years.
• Bachelor’s degree with a minimum of 10 years of relevant experience, or an equivalent combination of education and experience.
• Four years of specialized experience may substitute for a bachelor’s degree.
• At least 4 years of experience in designing and executing research studies, implementing analytic use cases, and creating both ad hoc and planned work products.
• Experience in applying statistical methods, including distributions, hypothesis testing, and regression analysis.
• Proficient in conducting complex data analyses with visualization techniques.
• Direct experience in data analytics using SQL or PySpark.
• Hands-on experience with TAF data, CMS-416T reports, and the processes for generating state health outcome metrics.
• Preferred subject matter expertise in text analytics.
• Experience with Natural Language Processing (NLP) techniques using Python or similar technologies is a plus.
• Proficiency in Python and R is advantageous.
• Prior experience with the Center for Medicare & Medicaid Services (CMS) or other governmental agencies is a plus.
