Senior Purchasing Lead, Oracle Cloud Procurement

This is a fully remote position, open to applicants in Maryland.

📋 Description

• Take charge of the Oracle Cloud Procurement workstream for significant ERP/SCM implementations and provide support throughout the Blueprint phase, go-live, and hypercare stages.

• Facilitate requirements and design workshops involving purchasing, Payables, and departmental requesters.

• Guide fit/gap analyses leading to documented and approved designs.

• Configure Oracle Cloud Procurement components, including Self Service Procurement, Purchasing, Supplier Model, Supplier Qualification, Sourcing, Procurement Contracts, and Supplier Portal.

• Create a catalog strategy that encompasses local catalogs, punchout options, and smart forms.

• Develop the procurement organizational model, detailing business functions, units, bill-to locations, service provider relationships, document styles, and supplier site assignments.

• Establish requisition, purchase order, and agreement approval routing within BPM approval management.

• Oversee integrations with Payables, Inventory, Subledger Accounting, Projects, and General Ledger.

• Specify supplier and open-transaction conversion criteria using FBDI; validate mock cycles and reconcile open commitments.

• Create and update Functional Design Documents (FDDs), configuration workbooks, and process flows.

• Develop test scenarios and manage System Integration Testing (SIT) and User Acceptance Testing (UAT) phases, including defect triage and re-testing oversight.

• Conduct train-the-trainer sessions and assist in the creation of end-user training materials and job aids.

• Provide support during cutover, hypercare, and production assistance for the initial month-end close.

• Lead and mentor Procurement analysts, reviewing their deliverables for quality.

• Contribute to procurement scope, estimates, and oral presentations for proposals and statements of work.

⛳️ Requirements

• Minimum of 8 years of functional experience in Oracle procurement (Oracle Cloud or E-Business Suite).

• At least 3 full-cycle implementations of Oracle Cloud (Fusion) Procurement.

• Experience as the workstream lead on at least one Oracle Cloud Procurement implementation.

• Practical configuration knowledge in Self Service Procurement and Purchasing.

• Familiarity with at least one of the following: Supplier Qualification, Sourcing, or Procurement Contracts.

• Strong understanding of procure-to-pay design, covering requisition-to-PO flow, blanket and contract agreements, approval hierarchies, receipt and match options, and receipt accrual accounting.

• Proficient in the Procurement interactions with Payables, Inventory, Subledger Accounting, and General Ledger.

• Experience in writing functional documentation, such as FDDs, test scripts, and configuration workbooks.

• Proven experience in facilitating workshops with purchasing and finance leadership.

• Demonstrated ability to lead SIT/UAT testing cycles with effective defect management processes.

• Experience managing consultants or analysts and reviewing their output.

• Bachelor’s degree in business, supply chain, accounting, information systems, or a related discipline (or equivalent experience).

• Oracle Cloud Procurement certification is a plus.

• Experience in public sector procurement for state, local, and education clients is advantageous.

• Familiarity with Supplier Portal, supplier onboarding, and punchout or cXML integrations is beneficial.

• Knowledge of OTBI procurement subject areas and FDI/FAW procurement reporting is desirable.

• Consulting experience with direct client-facing responsibilities, including support for pursuits and presentations, is a plus.
