This is a fully remote position, open to applicants in Maryland.
• Oversee comprehensive program and senior-level project management for a sophisticated MNIT/DOC technology initiative.
• Direct all phases of project planning, initiation, execution, monitoring, control, and closure.
• Define and uphold project scope, timeline, milestones, dependencies, deliverables, and resource planning.
• Create and maintain thorough project plans, ensuring alignment with established deadlines.
• Coordinate and manage interdisciplinary technical, business, operational, vendor, and stakeholder teams.
• Act as the main point of contact for project coordination, communication, status updates, and escalation.
• Organize project meetings, working sessions, stakeholder dialogues, and executive-level reviews.
• Monitor project progress against approved baselines, reporting on status, achievements, issues, risks, and future activities.
• Identify, document, evaluate, and proactively manage risks, issues, assumptions, constraints, and dependencies.
• Formulate mitigation and contingency strategies and escalate significant risks or issues as necessary.
• Oversee project deliverables, ensuring completion, review, approval, and timely delivery.
• Coordinate requirements, decisions, action items, and dependencies among business and technical teams.
• Supervise project resources and assist in the allocation of personnel, time, and other resources.
• Manage alterations to scope, schedule, resources, and priorities using change-control processes.
• Maintain comprehensive project documentation, including plans, status updates, meeting materials, risk/issue logs, decision logs, and action items.
• Provide consistent project status reports to MNIT/DOC leadership and stakeholders.
• Identify conflicts at the project level and facilitate their resolution.
• Ensure adherence to MNIT/DOC policies, procedures, standards, and governance requirements.
• Collaborate with vendors, contractors, and external partners.
• Monitor project quality, ensuring deliverables meet requirements and acceptance criteria.
• Coordinate testing, implementation, transition, and deployment activities.
• Support organizational change, communications, training, and transition efforts.
• Maintain effective communication across both technical and non-technical audiences.
• Provide senior-level guidance and recommendations to stakeholders and leadership.
• Escalate issues impacting scope, timeline, budget, quality, or delivery.
• Undertake additional project and program management tasks to ensure successful outcomes.
• 5+ years of professional experience in IT project/program management.
• Proven track record of managing complex technology initiatives.
• Extensive experience leading projects that involve multiple teams, stakeholders, systems, and dependencies.
• Demonstrated capability in managing project scope, timelines, risks, issues, resources, dependencies, and deliverables.
• Experience in creating and maintaining detailed project plans and project management documentation.
• Strong skills in stakeholder management and communication.
• Ability to collaborate effectively with technical teams, business users, vendors, and leadership.
• Experience in facilitating meetings, driving action items, resolving issues, and maintaining project momentum.
• Strong analytical, organizational, problem-solving, and decision-making abilities.
• Capacity to manage competing priorities and multiple workstreams in a complex environment.
• Experience in generating executive-level and project-level status reports.
• Solid understanding of standard IT project management methodologies, governance, and change-control practices.
• Excellent written and verbal communication skills.
• Preferred: experience with state government, public-sector, or other government IT organizations.
• Preferred: experience supporting MNIT, Minnesota state agencies, or the Minnesota Department of Corrections (DOC).
• Preferred: experience managing large or complex enterprise technology programs.
• Preferred: experience in formal project governance, oversight, and reporting environments.
• Preferred: experience coordinating third-party vendors, contractors, and implementation partners.
• Preferred: PMP certification or an equivalent formal project management credential.
• Preferred: experience with Agile, Waterfall, or hybrid project delivery methodologies.
