This is a fully remote position, open to applicants in California.
β’ Identify, evaluate, and develop strategies to mitigate programmatic risks associated with cost, schedule, and performance throughout the TAMS enterprise.
β’ Establish, monitor, and report on Key Performance Indicators (KPIs) to assess program effectiveness and assist leadership in decision-making.
β’ Lead the formulation and formalization of long-term strategic plans, roadmaps, modernization initiatives, technical refresh projects, and obsolescence management activities.
β’ Advocate for continuous process improvement initiatives across program operations, maintenance, and logistics support areas.
β’ Oversee budget planning, formulation, justification, execution, obligation tracking, and expenditure reporting within the PPBE framework.
β’ Assist with acquisition efforts by developing Statements of Work (SOW), Performance Work Statements (PWS), and assessing contractor proposals.
β’ Organize, facilitate, and lead high-level meetings, Integrated Product Teams (IPTs), working groups, and stakeholder engagements.
β’ Act as a primary liaison between the program office and external stakeholders, including NAVSEA, NAVAIR, and other Department of Defense entities.
β’ Prepare executive-level briefings, reports, analyses, recommendations, and decision-support documentation.
β’ Collaborate with multidisciplinary teams to ensure that program objectives, schedules, and deliverables are met.
β’ Provide strategic and programmatic expertise to align with leadership priorities and organizational goals.
β’ Perform additional duties as assigned or as necessary.
β’ A minimum of 15 years of relevant experience in program management, project management, strategic planning, acquisition support, financial management, or related Department of Defense programs.
β’ Experience in managing programmatic risks, performance metrics, and strategic initiatives related to cost, schedule, and performance objectives.
β’ Proficiency in budget development, PPBE processes, financial planning, obligation tracking, and expenditure management.
β’ Experience in creating acquisition documentation, including SOWs, PWSs, acquisition strategies, and evaluations of contractor proposals.
β’ Skilled in leading meetings, working groups, IPTs, and coordinating activities among multiple stakeholders and organizations.
β’ Proven ability to work independently as well as effectively within a team environment.
β’ Excellent verbal and written communication skills, including the ability to brief senior leadership and prepare professional reports and recommendations.
β’ Experience in supporting Navy or Department of Defense acquisition, modernization, logistics, sustainment, or enterprise support programs.
β’ Familiarity with NAVSEA, NAVAIR, or other major DoD commands.
β’ Experience leading enterprise-level modernization, technology refresh, or obsolescence management initiatives.
β’ Advanced understanding of program management best practices, strategic planning methodologies, and process improvement frameworks.
β’ Active security clearance is required.
β’ U.S. Citizenship is necessary for security clearance eligibility.
β’ Security investigation and continued eligibility must comply with government standards.
