Senior Management Consultant – Local Government

This is a fully remote position, open to applicants in United States.

📋 Description

• Evaluate the operations of government departments, focusing on organizational structure, staffing, budgets, workflows, technology, and service delivery.

• Analyze management practices, organizational frameworks, and the effectiveness of departmental service delivery.

• Review staffing levels, workloads, spans of control, and clearly defined roles and responsibilities.

• Examine budgets, resource distribution, cost-saving opportunities, and potential service enhancements.

• Conduct interviews with department heads, staff members, and executive leaders regarding operational challenges and areas for improvement.

• Assess workflows, policies, internal controls, performance metrics, and the utilization of technology.

• Compare operations with similar governments and identify relevant best practices.

• Generate data-driven recommendations that include estimated impacts, priorities, measurable outcomes, and steps for implementation.

• Share findings with government executives, departmental leaders, and elected officials.

• Work collaboratively with finance, human resources, technology, and other specialized functions.

⛳️ Requirements

• Extensive experience in local government leadership, public-sector management consulting, or enhancing organizational performance.

• Proven track record in leading operational reviews, organizational evaluations, departmental enhancements, or related projects.

• In-depth knowledge of municipal or county operations, public budgeting, and organizational management.

• Proficiency in analyzing financial, staffing, and operational data to formulate clear recommendations.

• Excellent skills in interviewing, facilitation, writing, and delivering presentations.

• A pragmatic approach to change that considers service demands, budget limitations, and implementation capabilities.

• Familiarity with Lean Six Sigma, performance auditing, change management, or public-sector benchmarking is advantageous.

• Relevant experience may include roles such as City Manager, County Administrator, Deputy or Assistant City/County Manager, Government Performance Director, Strategy Director, Operational Excellence Leader, Senior Management Consultant working with municipal or county clients, or Department Director with a background in leading improvements across various functions.
