Senior Healthcare Data Analyst

πŸ“‹ Description

β€’ Analyze intricate datasets related to eligibility, enrollment, claims and encounters, providers, utilization, financial aspects, and operations.

β€’ Evaluate the impact of changes in federal and state Medicaid policies on eligibility, enrollment, coverage continuity, utilization, expenditures, access, operations, and the populations affected.

β€’ Create analytical strategies for planning, monitoring, and evaluation implementation.

β€’ Define, compute, validate, and interpret key performance indicators and measures.

β€’ Produce dashboards, reports, analytical summaries, monitoring tools, and ad hoc analyses.

β€’ Convert policy, program, operational, and business inquiries into population definitions, business rules, data requirements, reporting logic, analytical specifications, and validation criteria.

β€’ Assist in system development and implementation through requirements validation, testing, user acceptance testing (UAT), production validation, release monitoring, and post-implementation assessments.

β€’ Perform data profiling, reconciliation, reasonableness checks, and quality reviews.

β€’ Investigate discrepancies and anomalies, collaborating with technical and business teams to address data issues.

β€’ Utilize trend, cohort, utilization, expenditure, population, and comparative analyses.

β€’ Establish reproducible analytical processes and document methodologies.

β€’ Transform analyses into findings, visualizations, presentations, technical documentation, and actionable recommendations.

β€’ Partner with Medicaid leaders, policy specialists, operations teams, technologists, vendors, actuaries, economists, and fellow analysts.

β€’ Spearhead complex analyses, engage directly with client and project leadership, contribute to analytic methodologies and tools, and enhance sustainable data and analytic capabilities.


⛳️ Requirements

β€’ Master’s degree in health services research, public health, health informatics, statistics, biostatistics, data science, economics, health policy, mathematics, information systems, or a closely related quantitative field.

β€’ A minimum of five years of progressively responsible experience in healthcare analytics, Medicaid or health and human services data analysis, health services research, program evaluation, or similar quantitative work.

β€’ Practical experience with large and complex healthcare or administrative datasets.

β€’ Advanced proficiency in SQL and/or analytic programming tools such as SAS, R, Python, or equivalent technologies.

β€’ Experience in manipulating, analyzing, validating, and interpreting large and complex datasets.

β€’ Proven ability to develop analytical methods, measures, reports, dashboards, data visualizations, and decision-support products.

β€’ Capability to translate policy, program, operational, and business questions into structured analytical frameworks.

β€’ Proficient in communicating findings, assumptions, limitations, and implications to both technical and non-technical audiences.

β€’ Strong analytical, problem-solving, writing, documentation, and communication skills.

β€’ Ability to work independently on complex analyses while collaborating across multidisciplinary teams.

β€’ Competence in handling sensitive Medicaid, healthcare, personally identifiable information (PII), and protected health information (PHI) data appropriately.

β€’ Familiarity with applicable privacy, security, confidentiality, and HIPAA regulations.

β€’ Preferred: experience supporting a state Medicaid agency, Medicaid managed care organization, CMS-related Medicaid initiative, or in a Medicaid consulting or technology setting.

β€’ Preferred: knowledge of Medicaid eligibility, enrollment, claims and encounters, managed care, and program operations.

β€’ Preferred: experience with Medicaid eligibility systems, MMIS/MES environments, integrated eligibility systems, data warehouses, vendor-managed data platforms, or significant Medicaid policy and system implementations.

β€’ Preferred: experience evaluating utilization, expenditures, access, population outcomes, coverage transitions, program performance, or policy and operational changes using administrative healthcare data.

β€’ Preferred: familiarity with Power BI, Tableau, Jira, and SharePoint or similar tools.
