This is a fully remote position, open to applicants in United States.
β’ Assist the U.S. Geological Survey Volcano Hazards Program by creating, developing, documenting, and deploying a contemporary cloud-ready database and data visualization tools.
β’ Evaluate government-provided monitoring and assessment plans along with the existing VDAP database code.
β’ Design and establish a PostgreSQL/PostGIS relational database featuring stored procedures, views, data validation logic, and data dictionaries.
β’ Structure the database for accessibility on mobile devices.
β’ Create and implement RESTful APIs in Python utilizing FastAPI or Flask.
β’ Develop tools for data ingestion and ETL workflows.
β’ Execute metadata management in accordance with USGS standards.
β’ Perform unit and integration testing for backend components.
β’ Create web-based and mobile-friendly data entry and reporting interfaces using JavaScript/TypeScript and React.
β’ Develop an editable content management tool for VHP staff.
β’ Construct interactive dashboards and visualization modules featuring filtering, drill-down, and export functions.
β’ Create GIS-enabled tools for the spatial visualization of volcano data.
β’ Implement interactive web mapping using ESRI JavaScript API, Leaflet, or Mapbox.
β’ Integrate geospatial layers with the database backend through RESTful APIs.
β’ Utilize ArcGIS, ArcPy, GDAL/OGR, and PostGIS spatial functions.
β’ Design systems for cloud-ready, portable, and maintainable deployment that adhere to USGS architecture and security standards.
β’ Document deployment configurations for potential migration to CHS-supported cloud and hybrid environments.
β’ Produce and maintain user manuals, data dictionaries, API documentation, system schemas, and deployment guides.
β’ Complete DOI security awareness training and comply with FISMA, NIST, and DOI security protocols.
β’ Assist in Certification and Accreditation activities and fulfill approved logon banner requirements.
β’ Validate interfaces against WCAG 2.0 Level A and Level AA criteria and rectify any non-compliant features.
β’ Participate in weekly check-in meetings with VHP staff and the volcano-hazards software development team.
β’ Provide written updates on progress, including completed tasks, upcoming work, issues, and risks.
β’ Incorporate feedback from the VHP Coordinator and COR.
β’ Collaborate with teams across the five U.S. volcano observatories to ensure system interoperability.
β’ Travel to Natural Hazards Mission Area offices for onboarding, integration meetings, or collaborative sessions.
β’ A bachelor's degree with 8 years of professional experience, a master's degree with 6 years of professional experience, an associate's degree with 10 years of professional experience, or a high school diploma/equivalent with 12 years of professional experience is required.
β’ U.S. citizenship is mandatory.
β’ Capability to obtain and maintain a Public Trust clearance.
β’ All work must be conducted within the United States.
β’ Experience in designing, implementing, and optimizing relational databases with spatial data types, indexing strategies, and complex query development using PostgreSQL/PostGIS.
β’ Proficiency in building RESTful APIs using FastAPI or Flask.
β’ Experience with data ingestion, ETL workflows, and automation scripting.
β’ Strong front-end development skills with modern JavaScript frameworks.
β’ Ability to develop responsive, accessible, interactive web applications using JavaScript/TypeScript and React.
β’ Hands-on experience with ArcGIS, ArcPy, GDAL/OGR, PostGIS, and at least one web mapping library: ESRI JavaScript API, Leaflet, or Mapbox.
β’ Experience in designing, documenting, and utilizing RESTful APIs; understanding of API security, versioning, and best practices in documentation.
β’ Ability to create logical and physical data models, entity-relationship diagrams, and comprehensive data dictionaries in alignment with federal metadata standards.
β’ Experience in designing portable, maintainable systems for cloud or hybrid deployment.
β’ Familiarity with containerization and cloud-native design patterns.
β’ Proficiency with Git-based workflows, including branching, merging, code review, and repository management.
β’ Working knowledge of Section 508/WCAG 2.0 Level A and Level AA accessibility standards.
β’ Experience implementing semantic HTML, ARIA attributes, keyboard navigation, and color contrast compliance.
β’ Familiarity with FISMA, NIST SP 800-53, and federal Certification & Accreditation processes.
β’ Ability to create clear and comprehensive technical documentation, including user guides, API references, system schemas, and deployment guides.
β’ Strong written and verbal communication skills.
β’ Experience collaborating in cross-functional teams with government stakeholders.
β’ Ability to provide clear status updates and integrate iterative feedback.
β’ Willingness to travel for up to three on-site visits during the 12-month performance period.
β’ Base salary range of $104,000β$166,000.
β’ Employees may qualify for overtime.
β’ Employees may be eligible for shift differential.
β’ Employees may qualify for a discretionary bonus.
