Senior Estimator – Cost Manager, EV Construction

This is a fully remote position, open to applicants in California.

📋 Description

• Serve as the main point of contact for the client on a day-to-day basis during both the design and construction phases.

• Deliver services related to cost planning, estimation, and forecasting.

• Develop and present cost plans at critical milestones in the design and construction process.

• Set up and uphold processes for cost control, change management, and commercial governance.

• Estimate, review, negotiate, and oversee change orders.

• Verify contractor and subcontractor pricing for accuracy, entitlement, and value for money.

• Manage contingency, commitment tracking, forecasting of costs to complete, and analysis of cost variances.

• Conduct post-contract quantity surveying, cost control, valuations, and payment certifications.

• Execute interim valuations, cost checks, and commercial audits.

• Review and provide written feedback on contractor submissions.

• Oversee the cost and commercial components of contracts.

• Negotiate and finalize agreements on final accounts.

• Gather built-cost data and maintain benchmarking records.

• Collaborate with owners, project managers, design teams, and contractors.

• Evaluate and communicate cost, risk, and schedule implications.

• Coordinate cost information from contractors, subcontractors, suppliers, procurement, and A/Es.

• Take part in value engineering and design optioneering processes.

• Prepare funding data, executive cost presentations, and reporting materials.

• Assist in the commercial management related to electrical, utility, MEP, civil, site, EV charging, and fleet-support infrastructure.

• Manage cost and change implications for phased delivery, fast-track construction, and changing operational needs.

• Generate monthly cost reports, forecasts, and commercial dashboards.

• Oversee commission financial performance, margins, and resource forecasting utilizing internal systems.

• Implement Turner & Townsend's business management systems and delivery methodologies.

• Identify, coach, and mentor junior team members.

• Comply with relevant SOX control responsibilities.

⛳️ Requirements

• Bachelor’s degree in Construction Management, Cost Management, Quantity Surveying, Engineering, or a related field within construction.

• 5–7+ years of pertinent experience in a cost management or quantity surveying position in the construction sector.

• Demonstrated experience in delivering cost management services for medium to large, complex construction projects.

• Experience preferably in mission-critical, industrial, infrastructure, or campus-scale settings.

• A background in construction consultancy or client-side cost management is highly preferred.

• Strong understanding of construction contracts, procurement methods, valuations, change control, and final account processes.

• Experience with MEP-intensive work, infrastructure packages, and utility-related construction scope.

• RICS accreditation or progress towards chartership preferred.

• Excellent written and verbal communication abilities.

• Confidence in engaging with senior stakeholders.

• Proximity to the SF Bay Area and the capability to engage locally with project teams and stakeholders is considered a significant asset.
