This is a fully remote position, open to applicants in United States.
β’ Oversee the team's strategy for ensuring data quality, shared definitions, reporting, and decision support for stakeholders within the Office of Head Start.
β’ Create and implement data management standards, which encompass terminology, quality checks, data lineage, governance, and reporting metrics.
β’ Develop and uphold consistent analytical definitions and documented interpretations of TTA Hub data.
β’ Convert stakeholder inquiries into dashboards, requirements, quality metrics, and documented interpretations.
β’ Spearhead the data component of a multi-year Continuous Quality Improvement (CQI) roadmap, including a draft at month six and a final version at month eight.
β’ Examine source data in conjunction with the Data Engineer and Data Scientist.
β’ Recognize and communicate data insights, limitations, and data usage requirements to both technical and non-technical stakeholders.
β’ Assist in data profiling and validation efforts to pinpoint quality issues and enhance reporting confidence.
β’ Confirm the accuracy of dashboards and reporting metrics to ensure correct information representation.
β’ Lead discussions with stakeholders regarding their reporting and decision-support requirements.
β’ Specify and document data and integration needs for reporting and analytics.
β’ A minimum of six (6) years of experience in analytics and data governance, including leadership roles related to data quality, definitions, and stakeholder-facing reporting.
β’ Bachelor's degree in analytics, statistics, information systems, or a related discipline, or equivalent demonstrated experience.
β’ Proficient in SQL.
β’ Experience with data profiling and assessing data quality.
β’ Proven track record of establishing and implementing data governance practices.
β’ Experience in developing and maintaining analytical definitions and shared data terminology.
β’ Familiarity with validating dashboards and reporting outputs.
β’ Capability to facilitate stakeholder discussions and translate inquiries into actionable data and reporting requirements.
β’ Strong skills in data storytelling, including the clear communication of findings and limitations.
β’ Experience in defining data integration requirements.
β’ U.S. citizenship is mandatory.
β’ Ability to obtain and maintain a Public Trust clearance and secure a Personal Identity Verification (PIV) card.
β’ Preferred: Familiarity with Head Start or the Training and Technical Assistance (TTA) environment.
β’ Preferred: Experience with Federal privacy regulations.
β’ Preferred: Experience in supporting or overseeing data and reporting for regional contracts.
β’ Preferred: Experience in developing, analyzing, or integrating survey and feedback metrics into reporting and decision support.
β’ Occasional travel may be necessary.
β’ Opportunity to contribute to a program under the U.S. Department of Health and Human Services (HHS) / Administration for Children and Families (ACF).
