Senior CPIC/TBM Lead Consultant

This is a fully remote position, open to applicants in Virginia, +1 more state.

📋 Description

• Directly interpret and disseminate OMB guidance, applying it within the client environment.

• Evaluate and analyze the client environment, recommending improvement alternatives.

• Facilitate client consensus and assist in decision-making processes.

• Implement modifications to accounting, budget formulation, budget execution, procurement, and capital planning processes, including data coding for TBM implementation.

• Provide expertise and support for TBM, overseeing its methodology and framework implementation.

• Deliver technology advisory services and implementation solutions that maximize the business value of IT investments.

• Collaborate with Investment Managers and key personnel on Major IT Business Case and IT Portfolio Summary submissions.

• Aid federal agencies and OMB with budget and IT portfolio data requests.

• Assist government and contractor personnel in preparing, submitting, and maintaining investment/project-level documentation.

• Support the preparation, execution, and submission of budgets.

• Develop and review business cases, supporting project management documentation and client briefings.

• Assist in financial and business analysis, risk management, performance measurement, and capital planning for IT investments.

• Create and review TBM-related program documentation.

• Develop and present training on TBM and cost-related topics.

• Collaborate closely with the client CPIC team on TBM-focused CPIC activities.

• Create impactful presentations for senior client leaders.

• Develop program communications for stakeholders across various offices and bureaus.

• Generate internal and client status reports, executive reports, and support OMB, agency, and office data calls.

⛳️ Requirements

• Bachelor’s degree in Business, IT, or a related field.

• Certified TBM Executive (CTBME) Certification.

• Over 5 years of relevant IT management experience.

• More than 5 years of project and customer management experience in a Federal Civilian consulting environment.

• At least 3 years of experience in all CPIC phases and managing/supporting large investments.

• Proficiency in Microsoft Suite Products, including SharePoint, Excel, and PowerPoint.

• Candidates must possess an active Secret clearance or be able to obtain and maintain one as a condition of employment.

• Exceptional verbal, graphical, interpersonal, and written communication skills.

• Strong analytical, problem-solving, and decision-making abilities.

• Capacity to thrive in a fast-paced environment.

• Excellent organizational and project management skills.

• Proven professionalism in providing client support, including judgment, discretion, tact, and diplomacy.

• Strong business ethics, with a commitment to protecting proprietary and confidential information.

• Ability to collaborate with internal staff, external clients, and vendors.

• Outstanding interpersonal skills characterized by courtesy, professionalism, and a cooperative attitude.

• Preferred: 1+ years of CostPerform cost modeling experience.

• Preferred: Master’s degree in Business, IT, or a related field.

• Preferred: Project Management Professional (PMP) Certification.

• Preferred: Hands-on experience with a CPIC Portfolio Management Tool.
