This is a fully remote position, open to applicants in Maryland.
• Delivers thorough acquisition planning assistance for supplies, services, professional services, information technology, and intricate procurement needs.
• Engages in the development of acquisition strategies and planning for procurement milestones.
• Conducts market research using SAM.gov, GSA, SBA resources, industry databases, and various agency acquisition tools.
• Creates and assesses acquisition packages to ensure they are complete, accurate, and comply with regulations.
• Offers guidance to customers on procurement requirements, acquisition strategies, performance work statements, statements of work, independent government cost estimates, and evaluation criteria.
• Evaluates acquisition documentation to ensure adherence to FAR, VAAR, and agency guidelines.
• Aids Contracting Officers with solicitations, amendments, award documents, and source selection documentation.
• Facilitates source selection processes, cost and price analysis, negotiation documentation, acquisition decision documentation, and award recommendations.
• Assists in contract administration, modifications, option exercises, and closeout procedures.
• Reviews contractor performance data and contributes to performance management efforts.
• Supports tracking of procurement actions, reporting, contract file management, acquisition analytics, procurement metrics, and management summaries.
• Acts as Contractor Team Lead for personnel supporting contract activities.
• Provides technical advice, training, mentoring, and supervision to assigned acquisition staff.
• Ensures the consistency, quality, and punctuality of contractor deliverables.
• Coordinates staffing, onboarding, personnel replacement efforts, and continuity of operations.
• Serves as the primary liaison between Contractor management and Government personnel.
• Oversees contract performance metrics and quality assurance requirements.
• Reviews and authorizes Monthly Activity Reports, Quarterly Activity Reports, and personnel status updates.
• In-depth knowledge of Federal acquisition laws, regulations, policies, and procedures.
• Extensive familiarity with FAR, VAAR, RFO FAR, and Federal procurement processes.
• Advanced expertise in acquisition planning, source selection, contract administration, and development of procurement strategies.
• Proven ability to analyze complex acquisition challenges and propose effective procurement solutions.
• Strong leadership, organizational, communication, and stakeholder management abilities.
• Significant experience managing large and varied Federal acquisition portfolios worth billions of dollars.
• Capability to lead teams spread across different locations and manage multiple acquisition priorities concurrently.
• Proficient in technical writing, analysis, and review of procurement documentation.
