This is a fully remote position, open to applicants in Colombia.
• Oversee a Section 333 Security Cooperation capacity building initiative for the SOUTHCOM SCOPES program.
• Provide online training modules in Spanish for the Colombian military and security forces, focusing on Information Security and related subjects.
• Create training modules that align with Colombian security regulations, emphasizing policies for both unclassified and classified information and operational security.
• Distribute instructional materials via Colombian educational platforms.
• Collaborate with mission partners, allied nations, and SOUTHCOM Staff.
• Work alongside the country team, mission partners, contractors, local vendors, partner nations, and SOUTHCOM Staff to launch the online training module development project.
• Set milestones and identify both intermediate and final deliverables.
• Prepare deliverables for USG review, which includes academic platform assessments, video storyboards, training module selection/decision trees, testing outlines and procedures, instructor training, and technology concepts.
• Identify, partner with, supervise, and fund a Colombian subcontracted firm.
• Collaborate with policymakers from the Colombian Ministry of Defense and Joint Command to ensure content aligns with Colombian network access and security policies and regulations.
• Develop and uphold a quality control plan.
• Create and sustain a work plan to meet content development milestones.
• Travel to Colombia as needed to engage with Colombian stakeholders, synchronize product delivery, and collaborate with MilGp Colombia.
• Adhere to U.S. and Colombian military customs, courtesies, rank structures, cultural considerations, and professional protocols.
• Minimum clearance required: Secret.
• At least five (5) years of experience in military training development with a focus on information operations and security programs.
• A DLPT score of 2+/2+ or higher in Spanish.
• Fluent reading, writing, and speaking proficiency in Spanish is essential.
• Proven experience in educating and training military forces both in the U.S. and internationally.
• Capability to work from home, SOUTHCOM headquarters, the U.S. Embassy in Bogota, contractor facilities, or Colombian military installations as necessary.
• Proficiency in developing cost estimates, vendor assessments, scopes, schedules, and technical recommendations.
• Experience interacting with military, government, law enforcement, or equivalent organizations.
• Ability to work independently and collaboratively within a team in an overseas field environment while effectively communicating with technical personnel and senior leadership.
• Strong skills in written reporting and documentation.
• High level of computer literacy and proficiency with Microsoft Office Suite, SharePoint, NIPR, and relevant computer systems.
• Possess a U.S. passport that is valid for more than six months.
• Willingness to travel throughout Colombia, including remote regions.
• Up to 25% travel may be required.
• Preferred: Previous U.S. military security cooperation experience in Colombia and/or with SOUTHCOM.
• Preferred: Experience working with foreign military or host-nation partners, especially in Latin America or the Caribbean.
• Preferred: Background in managing subcontractors in Spanish.
• Preferred: Understanding of COLMIL/COLAR INFOSEC, PERSEC, PHYSEC, and OPSEC policies from the Colombian Ministry of Defense to the Colombian Service level.
• Preferred: Basic knowledge of Program Management Office operations and management.
• Preferred: Experience with educational concepts, adult learning methodologies for military personnel, and facilitating military training.
• Preferred: Experience in developing and/or producing online courses.
• Preferred: Background in creating testing procedures and accountability measures, including testing formats and proposed questions.
• Preferred: Experience in developing online course content video storyboards.
• Preferred: Experience in producing video content using film, artificial intelligence, and/or animation.
