This is a fully remote position, open to applicants in United States.
• Evaluate the existing ILI surveillance system based on CDC evaluation criteria, which include data quality, timeliness, sensitivity, and representativeness, and generate a report detailing findings and recommendations.
• Design and create an upgraded surveillance data repository featuring automated ingestion, processing, and daily monitoring of facility export files.
• Develop automated alert systems and notification logic for missing, delayed, or incomplete data submissions from the participating facilities.
• Create standardized reporting pipelines that deliver surveillance outputs at national, Area, and facility levels.
• Develop interactive dashboards and visualization tools utilizing Power BI or Qlik to enhance operational public health reporting.
• Generate thorough technical documentation, which includes data flow diagrams, business rules, transformation logic, standard operating procedures, and a user guide, enabling IHS to manage and maintain the system independently.
• Conduct knowledge transfer sessions and create onboarding materials to prepare IHS staff for the operation and further development of the system post-project completion.
• Enhance and fortify influenza-like illness syndromic surveillance capabilities for the Indian Health Service, aiding public health decision-making for I/T/U communities.
• Proven experience in designing and developing automated data pipelines and ETL workflows for public health, surveillance, or epidemiologic data systems.
• Proficient in programming languages and scripting necessary for data processing and automation (e.g., Python, R, SQL, or similar).
• Experience in creating dashboards and data visualizations using Power BI or Qlik.
• Capability to develop and maintain technical documentation, such as data flow diagrams, data dictionaries, business rules, and standard operating procedures.
• Experience with health data systems and a strong understanding of data governance, privacy, and security standards within a governmental or healthcare setting.
• Proven ability to collaborate across various organizational levels and work effectively with both technical and non-technical stakeholders.
• Ability to work entirely remotely and meet structured milestone-based timelines.
• MUST BE A US CITIZEN
• Previous experience in supporting syndromic surveillance, epidemiologic analytics, or public health informatics, particularly with systems that adhere to CDC surveillance guidelines or cooperative agreement programs.
• Familiarity with IHS, Tribal, or Urban Indian health program data environments or I/T/U reporting workflows.
• Experience in modernizing legacy public health data systems, including evaluating system performance against CDC surveillance evaluation criteria.
• Background in developing automated monitoring frameworks that identify data completeness issues, reporting gaps, or anomalies in participation.
• Experience in creating system roadmaps or expansion plans that empower non-technical program staff to continue the work independently.
