This is a fully remote position, open to applicants in United States.
• Oversee the Federal Register, state legislative and regulatory websites, as well as research platforms like Statescape for environmental actions impacting the Army.
• Recognize proposed and enacted legislation and regulations that influence the Clean Air Act, Clean Water Act, Toxic Substances Control Act, Resource Conservation and Recovery Act, and related media.
• Collaborate with Army subject-matter experts to evaluate operational, compliance, and mission implications.
• Assess regulatory trends and develop data-driven recommendations and executive-level briefings.
• Maintain a tracker or dashboard for legislative/regulatory actions, deadlines, and Army equities.
• Compose fact sheets, letters, memoranda, and other official communications.
• Assist with entries in the Environmental Assessment and Reporting module or its successor reporting tool.
• Prepare materials for DoW REC meetings, Regional Legislative Review gatherings, and state partnership meetings.
• Act as a liaison among Army personnel, commands, REC counterparts, and external stakeholders.
• Evaluate products for accuracy, consistency, and adherence to Army quality standards.
• Bachelor’s degree in environmental science, environmental policy, environmental or civil engineering, natural resources, public policy/administration, political science, or a related discipline; a master’s degree is preferred.
• 7–10 years of professional experience in environmental regulatory analysis, environmental policy, or support for federal/DoD environmental programs.
• Practical knowledge of the CAA, CWA, RCRA, TSCA, and related installation environmental programs.
• Proven experience conducting legislative and regulatory research utilizing the Federal Register, state legislative/regulatory websites, Statescape, or comparable tools.
• Experience in evaluating how proposed rules or bills may impact regulated operations and translating that analysis into briefings, trackers, or correspondence.
• Exceptional written and verbal communication abilities; capable of conveying complex regulatory topics to non-specialists and senior leaders.
• Strong skills in stakeholder coordination.
• Proficiency in Microsoft Excel, PowerPoint, and Word.
• Capability to obtain a Secret clearance.
