Public Assistance Compliance Specialist

This is a fully remote position, open to applicants in Colorado, +1 more state.

📋 Description

• Perform project-level validation of FEMA Public Assistance work across Categories A–G, focusing on emergency work, permanent work, and management costs (CAT-Z)

• Assess PWs, versions, RFIs, and supporting documents for completeness, eligibility, reasonable costs, and alignment with the approved scope

• Review applicant procurement and contracting files in accordance with 2 CFR 200 and FEMA Public Assistance procurement policies

• Document any deficiencies and outline necessary corrective actions

• Conduct or validate insurance reviews, duplication of benefits analyses, and force-account labor/equipment documentation

• Identify compliance risks and suggest risk-managed pathways to resolution

• Assist with appeals, first- and second-appeal packages, and responses to inquiries from FEMA/state, including policy citations and well-organized exhibits

• Monitor validation metrics for weekly Project Management reporting

• Contribute to the development of closeout SOPs and maintain consistent quality standards across a multi-disaster portfolio

• Collaborate with applicants/subrecipients, TEMA staff, FEMA counterparts, and internal project leadership

• Travel and deploy to client sites for extended periods as required

• Carry out additional related duties as assigned

⛳️ Requirements

• 1-7+ years of experience in FEMA public assistance and grants (Junior-level: 1-3 years, Mid-level: 3-5 years, Senior-level: 5-7 years)

• Proven practical knowledge of categories A, B, and E

• Demonstrated experience in at least two major disaster recovery initiatives

• Experience in writing project worksheets (PWs)

• Familiarity with database software for project eligibility, scope of work, and estimating costs to repair or replace facilities or structures to pre-disaster specifications

• Experience in supporting an Emergency Operations Center

• Proficiency with grants portals, EMMIE, or any state-specific grants systems

• Strong skills in MS Excel

• Must be 18 years of age or older

• Eligibility to work in the United States without requiring employer-sponsored visa is mandatory
