This is a fully remote position, open to applicants in United States.
• Lead and prepare proposals from the initial bid/no-bid assessment to the final submission.
• Evaluate requirements and develop compliance matrices, schedules, outlines, and response templates.
• Organize reviews, coordinate kickoffs, and manage invitations for proposal team meetings.
• Draft original proposal content that effectively communicates the company's qualifications, differentiators, governmental experience, and value proposition.
• Ensure adherence to solicitation instructions, page limits, formatting standards, forms, and submission protocols.
• Oversee proposal calendars, internal deadlines, and follow-up with contributors.
• Format documents and design visually appealing content utilizing Microsoft Word, Microsoft Excel, Adobe Acrobat, and related tools.
• Fill out fields and procure signatures for government Standard Forms (SFs).
• Implement style guides and manage document version control.
• Collaborate with the marketing team to plan visual representations.
• Develop tables, charts, and figures for proposals.
• Create data calls for subject matter experts and partners.
• Compile solicitation questions for review and submission.
• Manage Past Performance Questionnaires, CPAR tracking, past performance narratives, and resume mapping.
• Maintain and refresh the proposal content library, standard operating procedures, and past performance libraries.
• Conduct interviews with subject matter experts to gather proposal content.
• Document working group sessions and proposal meetings; record and disseminate status updates and action items.
• Monitor proposal metrics and gather insights from post-award lessons learned.
• Attend debriefings for unsuccessful bids, take notes, and share insights.
• Research government agencies, incumbent contractors, existing contracts, procurement histories, and forthcoming solicitations to aid in capture and proposal strategy.
• Collaborate with the Proposal Director on strategic organizational initiatives.
• Bachelor’s degree or higher in English, Journalism, Communications, or a related discipline.
• Over three (3) years of experience in federal proposals.
• APMP Foundation certification is preferred.
• Experience in a Federal Proposal and Capture Team environment.
• Exceptional written and verbal communication skills.
• Strong organizational skills and technical proficiency.
• Ability to interact and take direction in a cooperative and effective manner.
• Knowledge and capability to execute Shipley proposal reviews.
• Self-driven and capable of multitasking.
• Capacity to work independently, take initiative, prioritize tasks, and complete projects.
• Ability to collaborate effectively with proposal team members, employees, and consultants.
• Must possess or be able to obtain and sustain a Real ID or Passport for commercial air travel.
• Must have or be able to maintain a valid driver’s license.
• Proficient in Microsoft Office Suite, including Word, Excel, Outlook, and Teams.
• Proficient in Adobe Creative Cloud.
• Competent in Microsoft SharePoint.
• Familiarity with GovWin.
• Ability to maintain a wired broadband connection with a minimum of 100 Mbps download and 20 Mbps upload; some roles may require higher speeds.
• Cellular hotspot or fixed wireless cellular services may not serve as the primary internet connection.
• Predominantly remote position.
• Occasional travel to headquarters, client locations, or conferences (≤ 5%).
