Program Manager – Sourcing Category Management

This is a fully remote position, open to applicants in United States.

📋 Description

• Oversee an annual budget of approximately $50M-$100M for supplies and services within medium-to-high complexity and risk categories.

• Provide strategic support and recommendations to both clinical and non-clinical stakeholders.

• Spearhead data-driven sourcing initiatives utilizing market and competitive analysis, leverage creation, and professional negotiation skills.

• Formulate sourcing strategies, pinpoint supply alternatives, suggest sourcing methods, and create project plans and timelines.

• Maintain contract calendars and collaborate effectively with product committees and clinical consultants.

• Analyze contracts alongside the Legal team to ensure that Sharp HealthCare's interests are safeguarded.

• Publish the contract portfolio and promote adherence to established contracts.

• Monitor expenditure across categories, expense trends, variances, savings objectives, and cost implications.

• Conduct analyses related to suppliers, market share, pricing, budgeting, trends, and contracting impacts.

• Develop category-specific sourcing plans and strategies for the next 3-5 years.

• Communicate trends in categories and upcoming changes to relevant stakeholders.

• Lead multidisciplinary category teams and initiatives focused on clinical/process improvement.

• Carry out supplier evaluations, qualifications, selection processes, RFP/RFQ bidding, negotiations, and contract execution.

• Establish criteria for supplier selection and facilitate committee reviews and approvals.

• Review additions to catalog items and maintain department files along with contract information.

• Engage with vendors concerning contract terms, compliance issues, supply failures, and potential improvements.

• Participate in Value Analysis teams and ensure the integrity of the contract database.

• Conduct Supply Chain data audits and resolve any issues that arise.

• Take part in MMIS or new technology system testing.

• Perform any other job-related duties as assigned.

⛳️ Requirements

• A minimum of 7 years of progressive experience in sourcing and contracting, particularly in developing and executing strategic sourcing plans.

• A Bachelor's degree in business administration, finance, operations research, materials management, economics, or a related field is required; alternatively, 4 years of experience in healthcare supply chain may substitute for the degree.

• A Master's Degree is preferred.

• Certification related to supply chain management is preferred.

• Exceptional influencing, interpersonal communication, negotiation, presentation, contract analysis, and relationship-building abilities.

• Strong grasp of strategic sourcing principles, contracting methods and procedures, specification and contract drafting, purchasing law, and ethics.

• Capability to read, analyze, and negotiate high-level contracts effectively.

• Proficient in leading negotiations to achieve the supplier's best and final offer within project timelines.

• Competent in conducting data audits and utilizing supply chain tools and techniques for profiling, benchmarking, researching, and assessing risks and trends.
