This is a fully remote position, open to applicants in Spain.
• Lead and prioritize the work of the team responsible for collecting information on tenders, legislation, resolutions, and other public procurement sources.
• Define the roadmap for covering new sources, countries/territories, document types, and field depth.
• Assess the feasibility and value of each source before committing to work.
• Manage the backlog, delivery pace, and coordination with Engineering and Data & AI teams.
• Ensure operational effectiveness by monitoring collectors, responding to source breakdowns, and adhering to freshness and coverage SLAs.
• Provide visibility into the availability, quality, and limitations of data.
• Establish metrics and quality thresholds for data, and track them using dashboards and alerts.
• Prioritize improvements in ETL, enrichment, entity normalization, classification, and duplicate resolution.
• Translate data quality issues into business impacts and escalate them judiciously.
• Define the data lifecycle policy for tenders.
• Evaluate market readiness regarding data quality and availability.
• Be responsible for the product management of internal analytics for opportunities, directories, and Tender Intelligence.
• Identify bidders' needs and translate them into product proposals.
• Write product-oriented PRDs.
• Define success metrics, measurement plans, and experiments; analyze usage with product analytics tools.
• Collaborate with Design and Engineering during the discovery, definition, delivery, launch, and continuous improvement phases.
• Link market analytics with the search engine, alerts, and pipeline.
• Increase data coverage and freshness, reduce quality incidents, and enhance the use of market analytics.
• 4+ years of experience as a Product Manager, ideally in data products, B2B SaaS platforms, or information marketplaces.
• Experience leading or coordinating technical teams (scraping, data engineering, or similar), with the ability to prioritize and unblock tasks.
• Strong understanding of data pipelines (capture, transformation, loading), entity modeling, and data quality.
• Programming skills are not required, but fluency in communicating with developers is essential.
• Analytical capability: SQL at the query level and comfortable using product analytics and BI tools.
• Proficient in writing product specifications and clear communication with technical and business profiles.
• Native Spanish or equivalent; professional English.
• Knowledge of public procurement (LCSP, PLACSP, TED, CPV, lifecycle of a tender) or similar regulated data sectors is highly valued.
• Experience with market intelligence products, directories, or databases of companies/entities is highly valued.
• Experience with analytical databases (e.g., ClickHouse) and multilingual or jurisdictional data is highly valued.
• Experience with AI applied to extraction, classification, or enrichment of documents is highly valued.
• Experience in product expansion to new countries is highly valued.
