This is a fully remote position, open to applicants in United States.
• Oversee and ensure adherence to relevant payroll regulations in both the United States and Canada.
• Investigate, interpret, and convey updates on new payroll legislation and regulatory requirements.
• Manage payroll compliance calendars, filing timelines, and regulatory commitments.
• Collaborate with Legal, Finance, Human Resources, and external service providers to execute compliance requirements.
• Keep payroll policies, procedures, and controls up to date and in alignment with applicable laws.
• Conduct regular payroll compliance assessments and operational audits.
• Detect control deficiencies and compliance risks through proactive monitoring and testing.
• Carry out root cause analysis and formulate corrective action plans for payroll discrepancies.
• Assist with Internal Audit, External Audit, SOX compliance initiatives, and regulatory assessments.
• Preserve payroll control documentation, audit evidence, and remediation records.
• Monitor compliance issues until resolution and provide executive-level status updates.
• Confirm employee tax configurations and jurisdiction assignments.
• Examine payroll tax filings and remittances for accuracy and completeness.
• Manage responses to tax notices and governmental inquiries.
• Collaborate with external payroll tax vendors to rectify filing discrepancies.
• Aid in year-end tax reporting activities, including W-2, T4, RL-1, state reporting, and provincial reporting.
• Audit payroll transactions and investigate compliance issues that affect employee compensation.
• Review earnings, deductions, tax calculations, benefit deductions, PTO payouts, final pay calculations, and garnishment processing.
• Facilitate payroll integration activities for acquisitions and new entities.
• Organize payroll registrations and agency account setups.
• Assess compliance implications arising from business transitions and organizational changes.
• Assist with payroll vendor transitions, entity consolidations, and process standardizations.
• Maintain payroll standard operating procedures (SOPs), compliance documentation, and governance materials.
• Propose enhancements to fortify internal controls and mitigate operational risks.
• Support the implementation of payroll technologies and automation projects.
• Develop and sustain compliance dashboards and operational metrics.
• Engage in strategic payroll transformation initiatives.
• Analyze payroll data to identify trends, risks, and areas for improvement.
• Prepare executive summaries and compliance reports for leadership review.
• Track and report on compliance, audit readiness, controls, tax operations, remediation, and service delivery KPIs.
• Relevant experience, skills, and certifications in payroll compliance, audit, tax, controls, and regulatory governance.
• Familiarity with applicable payroll regulations in the United States and Canada.
• Capability to research, interpret, and communicate payroll legislation and regulatory requirements.
• Experience in maintaining payroll compliance calendars, filing schedules, and regulatory obligations.
• Background in conducting payroll compliance reviews and operational audits.
• Ability to identify control deficiencies and compliance risks through monitoring and testing.
• Proficient in root cause analysis and corrective action planning for payroll anomalies.
• Experience in supporting Internal Audit, External Audit, SOX compliance activities, and regulatory examinations.
• Knowledgeable about payroll tax filings, remittances, tax notices, and government inquiries.
• Familiarity with W-2, T4, RL-1, state reporting, and provincial reporting.
• Understanding of employee tax setup, jurisdiction assignments, earnings, deductions, tax calculations, benefit deductions, PTO payouts, final pay, and garnishments.
• Experience aiding payroll integrations for acquisitions and new entities.
