This is a fully remote position, open to applicants in United States.
• Identify necessary permits based on the project scope, OSP design, and jurisdiction.
• Conduct jurisdictional research.
• Prepare, submit, monitor, and finalize permits and applications for OSP construction, including fiber, conduit, aerial, and underground facilities.
• Evaluate engineering and construction/permit drawings to ensure compliance with permitting standards.
• Ensure adherence to Right-of-Way, easement, and environmental regulations.
• Perform or oversee Make Ready Engineering activities, which include clearance analysis and utility coordination.
• Review, coordinate, and verify pole loading analysis to confirm structural compliance with joint-use and utility standards.
• Collaborate with pole-owning utilities regarding pole attachments, relocations, replacements, and make-ready schedules.
• Monitor permit status, conditions, fees, and expiration dates.
• Address agency comments and modify applications as necessary.
• Provide guidance to engineering on design modifications needed for permit approvals.
• Mentor or support OSP Licensing & Permitting Coordinators as required.
• Interpret and apply utility agreements, municipal ordinances, and state/federal regulations concerning utility pole attachments, conduit usage, and Right-of-Way work.
• Liaise with municipalities, DOTs, utility companies, railroads, HOAs, and private property owners.
• Resolve advanced permitting issues and conflicts.
• Coordinate traffic control plans, lane closures, and inspection scheduling.
• Relay permit requirements and constraints to coordinators, engineering, construction, and project management teams.
• Facilitate construction start dates by ensuring permits are approved and active.
• Organize inspections, restoration requirements, and final approvals.
• Maintain logs, documentation, databases, and trackers for permits.
• Assist with audits, regulatory reporting, and record retention.
• Complete special projects assigned by the Licensing & Permitting Manager.
• High school diploma or equivalent is required.
• 3–7 years of experience in OSP permitting, joint-use licensing, or telecom utility coordination.
• Strong understanding of OSP construction (aerial, underground, fiber, conduit) and jurisdictional permitting standards.
• Ability to interpret utility agreements, municipal ordinances, ROW regulations, and state/federal laws.
• Proficient in reviewing OSP engineering drawings, TC plans, and permit packages for compliance.
• Experience with Make Ready Engineering (MRE) and basic pole loading analysis (PLA) review.
• Capability to coordinate with pole-owning utilities concerning attachments, relocations, and make-ready schedules.
• Proven track record in resolving advanced permitting issues and addressing agency comments.
• Strong communication skills for collaboration with municipalities, DOTs, utilities, engineers, and construction teams.
• Excellent organizational, documentation, and permit tracking abilities; capable of managing high volumes of permits.
• Proficient with permitting databases, trackers, spreadsheets, and documentation systems.
• Ability to mentor or guide junior permitting staff.
