This is a fully remote position, open to applicants in United States.
• Deploy to designated projects either remotely or on-site when performance metrics, QA outcomes, staffing levels, or contract deliverables are jeopardized.
• Evaluate operations, backlogs, and compliance vulnerabilities.
• Carry out eligibility and enrollment processing, document case files, prepare service submissions, enter data into state workforce systems, and make necessary corrections.
• Reassess workloads, eliminate backlogs, reallocate caseload tasks, streamline approval processes, and implement interim procedures.
• Develop and implement stabilization plans that outline goals, timelines, responsible parties, and exit criteria.
• Provide progress reports to the Senior Director of Performance and Tech Innovation as well as Workforce Services leadership.
• Mentor project directors, supervisors, and frontline personnel.
• Transition responsibilities back to local teams with documented processes, trained personnel, and follow-up checkpoints.
• Collaborate with Corporate QA and Operations to harmonize quality standards and convert QA insights into corrective actions.
• Conduct file reviews, pre-audit and pre-monitoring evaluations, and risk assessments.
• Analyze QA, monitoring, and performance data to pinpoint errors, root causes, and bottlenecks.
• Create and monitor corrective action plans and verify ongoing improvements.
• Contribute QA and integrity metrics to project scorecards and dashboards.
• Prepare monthly reports detailing quality outcomes, stabilization progress, training conducted, and unresolved risks.
• Design and provide job-specific training and technical assistance.
• Assist with project launches and transitions through readiness evaluations, staff training, and 30-, 60-, and 90-day monitoring.
• Develop and revise SOPs, desk guides, checklists, and job aids.
• Advise project leadership on WIOA and related workforce guidance while recommending updates to processes, tools, and training.
• A Bachelor's degree or higher in Business Administration, Public Administration, Social Services, or a related field, or an equivalent combination of education and experience.
• 3–5+ years of experience in workforce development operations, with a solid foundation in quality assurance, compliance, program monitoring, or auditing.
• Practical experience in frontline or supervisory roles in workforce programs, including eligibility, enrollment, case management, service approvals, or data entry.
• Familiarity with WIOA and other public workforce funding sources, eligibility criteria, and service documentation standards.
• Experience in conducting file audits, root-cause analysis, and developing corrective action plans.
• Proven track record of stabilizing or improving under-performing teams, programs, or processes.
• Experience in designing and delivering training tailored for adult learners.
• Strong analytical capabilities for identifying trends and systemic issues within QA and performance data.
• Exceptional communication and interpersonal skills.
• Advanced proficiency in Microsoft Office and case-management or QA reporting systems.
• Familiarity with state workforce management systems such as CalJOBS, WorkInTexas, or similar systems is strongly preferred.
• Willingness and ability to travel frequently to project locations nationwide.
• Ability to work during applicable business hours based on organizational and project requirements.
