Migration Engineer III

This is a fully remote position, open to applicants in United States.

📋 Description

• Conduct an inventory of existing Jira and Confluence projects, spaces, workflows, identities, marketplace applications, and integrations to evaluate migration readiness.

• Strategize and implement phased migrations using the Jira Cloud Migration Assistant along with other sanctioned Atlassian migration tools.

• Develop and test migration scripts, perform bulk transformations, execute reconciliation checks, and create post-cutover remediation procedures.

• Design automation for Jira, establish REST API interfaces, and develop Forge or ScriptRunner extensions when appropriate.

• Link GitHub repositories to Jira, facilitating issue connections, smart commits, and visibility into builds/deployments through approved integrations and GitHub Actions.

• Create documentation for test plans, validation evidence, fallback options, migration defects, and artifacts for technical handover.

• Address migration obstacles by collaborating with security, identity, architecture, and customer teams.

• Produce migration runbooks, source-to-target mappings, data-quality checks, acceptance criteria, defect logs, and establish cutover or rollback checkpoints.

• Conduct migration tests in non-production environments when available; evaluate record counts, histories, attachments, relationships, permissions, and workflows against sanctioned baselines.

• Utilize approved APIs and scripts for bulk corrections, automation, link repairs, integration health checks, and reconciliation of issues post-migration.

• Implement and confirm GitHub-to-JCC issue links, facilitate smart commits where applicable, and manage CI/CD build and deployment signals while safeguarding credentials and secrets.

• Coordinate technical releases with change authorities and document repeatable processes, integration ownership, monitoring, and maintenance duties.

⛳️ Requirements

• A Bachelor's degree in computer science, software engineering, computer engineering, information systems, or a related technical discipline; alternatively, four additional years of relevant experience may replace the Bachelor's degree requirement.

• Over 5 years of experience in application integration, platform migration, automation engineering, or a related technical delivery role.

• Proven experience with the Jira Cloud Migration Assistant and the transition from Jira Data Center to Cloud environments.

• Expertise in Jira Automation, REST APIs, and scripting; familiarity with Forge or ScriptRunner is a plus.

• Experience in integrating GitHub with Jira, including utilizing GitHub for Jira and GitHub Actions.

• Capability to obtain and retain a favorable Public Trust determination and comply with relevant federal personnel vetting, security, privacy, accessibility, and data-handling standards.

• Experience in designing validation and reconciliation checks for migrations that involve large and inconsistent datasets and configuration schemes.

• Practical knowledge of authentication, rate limits, integration troubleshooting, and secure management of automation credentials.

• Previous experience supporting the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), or federal health programs is highly desirable.

• Familiarity with Confluence migration and marketplace plugin remediation.

• Understanding of SAML/OIDC, identity mapping, CI/CD, and technical validation automation.

• Experience in migration delivery within regulated federal enterprise environments.

• Experience with phased enterprise cutovers, GitHub Actions workflows, and optimizing migration performance.

• A master's degree in computer science, software engineering, systems engineering, or cybersecurity is preferable.

• Additional certifications such as GitHub Actions, GitHub Administration, or Atlassian Jira Administration for Cloud (ACP-120) are advantageous.
