This is a fully remote position, open to applicants in United States.

📋 Description

• Oversee the daily operations, training, mentoring, and career advancement of a team of proposal experts.

• Provide support to the WIMS Business Unit within the CWI Division of Northrop Grumman’s Defense Systems Sector.

• Lead proposal initiatives that support the Global Supply Chain Organization.

• Deliver timely pricing and estimating assistance for both pre-proposal and post-award phases to proposal teams and Global Supply Chain personnel.

• Supervise and manage the operational elements of both new and ongoing proposals.

• Act as a liaison among planning, program management, IPT leads, pricing, contracts, global supply chain, and business management.

• Set and manage priorities in a dynamic, schedule-oriented environment.

• Manage project management professionals, including material planners involved in proposal pricing and estimating tasks.

• Ensure that GSC proposal pricing is reviewed and sanctioned prior to submission and inclusion in sector proposals.

• Guarantee compliance of estimating and purchasing systems with FAR/DFARS regulations, and inform leadership of any issues and risks.

• Create Risk Management Plans.

• Assist in DCAA proposal audits in collaboration with the Sector Manager of Internal Reviews.

• Engage in significant proposals and initiatives, including NAR/ICE and Color Team evaluations.

• Formulate and effectively communicate strategic plans to leadership.

• Make operational decisions and guide staff through mentoring, training, development, and performance evaluations.

• Design, plan, and execute agile processes that support GSC goals and objectives.


⛳️ Requirements

• Bachelor’s degree in business, supply chain, finance, economics, or a related field with at least 8 years of directly relevant experience, or a Master’s degree in business, finance, supply chain, economics, or a related field with a minimum of 6 years of directly related experience.

• Experience with defense proposals and participation in key captures.

• Comprehensive understanding of FAR/DFARS and other relevant government regulations.

• Capability to execute and apply suitable cost accounting, pricing, and estimating methods, concepts, and principles, including cost improvement curves and factors.

• Ability to function as a key member of the GSC team while ensuring full compliance during proposal and acquisition processes.

• Capability to initiate and successfully implement process enhancements across pricing and estimating policies and procedures.

• Must be willing to travel as required, up to 10% of the time.

• Familiarity with SAP is preferred.

• Previous experience with DCAA/DCMA audits is preferred.

• Professional certifications such as CPSM, CFCM, CPCM are preferred.

• Understanding of the defense acquisition process is preferred.
