📋 Description

• Lead the PMO team by providing daily guidance, coaching, support, and performance direction for Project Managers and Program Managers.

• Oversee the enterprise project portfolio, which includes managing intake, assessing portfolio health, ensuring prioritization visibility, tracking delivery status, and addressing risks, issues, dependencies, and capacity considerations while preparing executive-ready reports.

• Enhance PMO governance routines, delivery standards, templates, tools, reporting practices, and decision-making forums.

• Collaborate with Data, AI, and Digital Product Managers on product briefs, business charters, roadmaps, quarterly planning inputs, and prioritization recommendations.

• Assist in Quarterly Increment Planning by ensuring intake readiness, evaluating delivery feasibility, providing capacity inputs, enhancing dependency visibility, and facilitating portfolio tradeoff discussions.

• Allocate approved tasks to suitable delivery roles based on factors such as scope, complexity, dependencies, business impact, risk, capacity, and strategic priority.

• Manage enterprise portfolio reporting and ensure the accuracy of PMO systems of record.

• Align resources and capacity across projects, programs, and portfolio priorities.

• Identify and communicate portfolio risks, issues, dependencies, decisions, and tradeoffs; escalate with options and recommendations as needed.

• Foster consistent project and program delivery practices, ensuring adherence to schedule, scope, risk management, readiness planning, change enablement, and project closeout.

• Provide leadership in resolving escalated project or program delivery challenges and assist in removing obstacles.

• Collaborate with finance, procurement, vendor management, and business leaders on budgeting, vendor engagement, SOW coordination, spend tracking, and vendor delivery oversight.

• Liaise with architecture, security, risk, legal, compliance, data governance, business continuity, and change management stakeholders to assess impact and delivery readiness.

• Develop PMO metrics and insights to evaluate portfolio demand, throughput, delivery health, capacity constraints, value realization, and improvement opportunities.

• Lead initiatives to improve PMO processes, simplifying intake, enhancing transparency, increasing predictability, and strengthening alignment between planning and delivery.

• Coach and mentor Project Managers and Program Managers on planning, stakeholder communication, executive reporting, risk and dependency management, governance, and continuous improvement.

• Exhibit behaviors that align with PEMCO's policies, values, code of ethics, and business conduct; perform other assigned duties.


⛳️ Requirements

• Candidates must reside and work in WA, OR, ID, TX, OH, SC, NC, IL, or FL.

• A B.A. or B.S. degree or equivalent work experience in Business Administration, Information Systems, Computer Science, Data Science, Engineering, Analytics, or a related field.

• A minimum of 8 years of experience in project management, program management, portfolio management, PMO leadership, technology delivery, business operations, or similar roles.

• At least 5 years of experience in leading, managing, coaching, or formally supervising project, program, portfolio, or delivery professionals.

• Experience in managing enterprise portfolio governance and reporting, prioritization routines, executive updates, PMO systems of record, and delivery standards.

• Proven ability to lead cross-functional stakeholders, business leaders, technology partners, vendors, and delivery teams.

• Familiarity and demonstrated experience with Agile project methodologies.

• Proficient in Excel, Word, PowerPoint, and Outlook.

• Advanced proficiency in MS Project, Smartsheet, or similar project, program, and portfolio management tools.

• Experience with quarterly planning, product-led demand shaping, business charters, product briefs, resource/capacity alignment, portfolio tradeoff discussions, and delivery governance is preferred.

• Background in supporting business, IT, data, AI, analytics, reporting, architecture, security, risk, compliance, vendor, or operational initiatives is preferred.

• Experience in the insurance industry is preferred.

• PMP, PgMP, PfMP, Agile certification, or equivalent is preferred.

• Ability to communicate effectively and informatively with colleagues, customers, leaders, and executives using both technical and non-technical language.

• Capacity to analyze, diagnose, and resolve complex, ambiguous, and cross-functional issues.

• Proven success in implementing PMO practices across business, technology, digital, data, AI, and operational capabilities.

• Analytical, organized, and data-driven approach, including root cause analysis and the development of high-quality metrics.

• Ability to frame portfolio options, risks, and tradeoffs and influence executive sponsors and cross-functional stakeholders.

• Strong understanding of business processes, technology, digital initiatives, data, analytics, reporting, governance, security, privacy, compliance, AI enablement, and operational readiness.
