This is a fully remote position, open to applicants in United States.
• Manage, verify, and enhance facility asset information within the BUILDER Sustainment Management System.
• Utilize database queries to locate, document, and eliminate corrupted historical records.
• Implement validation protocols and synchronization tools between Archibus and BUILDER.
• Perform desktop audits utilizing parent-child asset hierarchies.
• Leverage the DIGON Catalog of reports to uncover data gaps, irregularities, and incomplete inventory records.
• Simulate multi-year funding scenarios using BUILDER’s Simulation Summary Report.
• Assist in developing annual and multi-year work plans based on condition indexes, degradation trends, and organizational priorities.
• Prepare work packages that include scope narratives, recommended actions, quantities, and cost estimates.
• Collaborate with leadership and site teams to finalize work packages.
• Act as the main point of contact for contracted Facility Condition Assessments.
• Interact monthly with Site Facility Managers regarding projects, maintenance activities, and dataset modifications.
• Gather and validate as-builts, updates, and changes in quantities.
• Update BUILDER with information on completed projects, lifecycle replacements, and significant maintenance actions.
• Provide training and support concerning BUILDER and Archibus data requirements.
• Conduct QA/QC evaluations of FCAs, component ratings, and system-level data.
• Validate inspection findings and suggest corrective measures.
• Maintain logs of issues and resolutions, formalizing outcomes in the Annual BUILDER Data Quality Assessment Report.
• Support Local Context Logs that document mission-critical functionality and qualitative factors impacting BCI metrics.
• Identify cost items that need refinement and create recommendations.
• Assist in modifying cost books and monitor impacts on work plans and funding estimates.
• Coordinate inventory processes for BUILDER and Archibus.
• Conduct monthly data-matching reviews and generate Monthly BUILDER–Archibus Synchronization Reports.
• Aid in the semi-annual Reconciliation of Authoritative Data process.
• Suggest alignment strategies for asset identifiers, lifecycle statuses, and parent-child hierarchy structures.
• Compile summaries detailing record-matching status and necessary corrections for UNIFORMAT II hierarchy alignment.
• Bachelor’s degree along with 3 years of relevant experience.
• Extensive knowledge of BUILDER SMS.
• Familiarity with facility condition assessments and lifecycle asset management.
• Capability to interpret engineering drawings and as-built documentation.
• Experience in assessing asset inventories and technical documentation.
• NACI clearance or the ability to secure one.
• Strong analytical and communication skills.
• Proficiency in Microsoft Office.
• Skilled in creating reports and presentations.
• Expertise in NOAA-specific BUILDER inventory hierarchy and terminology.
• Ability to communicate differences between FCI and BCI to non-technical audiences.
• Capacity to translate BUILDER Repair Needs into financial metrics for reporting purposes.
• U.S. Citizenship is required for this role.
