This is a fully remote position, open to applicants in Kansas.
• Direct the security licensing strategy throughout the DOE authorization for Deep Fission's inaugural site, progressing into NRC commercial licensing.
• Assist in developing the regulatory security foundation for Deep Fission's innovative underground pressurized water reactor.
• Act as the security subject-matter expert across concurrent DOE Other Transaction Agreement authorizations and NRC licensing pathways, including the expected 10 CFR Part 57 route.
• Collaborate with NRC personnel and the Licensing team to create and validate a design-specific security strategy.
• Interpret and implement NRC regulations under 10 CFR Part 73, covering aspects such as physical protection, cyber security interfaces, and fitness-for-duty requirements.
• Work alongside the licensing team on DOE physical protection, MC&A, information/cyber security, and personnel security mandates.
• Prepare DOE-to-NRC security bridging analysis.
• Engage in DOE Authorization and NRC facility operating-license application documentation.
• Oversee security-informed design contributions including target set analysis, delineation of protected/vital area boundaries, insider threat mitigation, and access controls.
• Author or oversee physical security and security-basis documentation along with related analyses.
• Present and discuss security issues with representatives from DOE and NRC.
• Convert security requirements into actionable tasks for Engineering, Operations, and IT while ensuring traceability.
• Guarantee that facility security measures adhere to DOE and NRC standards throughout the licensing process.
• Function as the designated Facility Security Officer for relevant facility-clearance and industrial-security requirements.
• Lead the creation and upkeep of the NRC-regulated operational security program.
• Coordinate physical security, cyber security, and MC&A obligations with responsible functional owners.
• Direct protective strategies and response capabilities while collaborating with site-level security personnel as the program expands.
• Manage or coordinate clearance, access authorization, and personnel security programs, including DISS/NISS.
• Act as the primary security liaison with NRC and DOE, encompassing inspections, reporting, and program modifications.
• Ensure regulatory compliance and foster continuous enhancement.
• Expand and modify the security program and licensing framework across upcoming Deep Fission sites.
• Execute other job-related responsibilities as assigned.
• Bachelor’s degree or equivalent experience, with 4 years of relevant experience accepted in place of a degree.
• Over 5 years of professional security experience within a nuclear, DOD, or DOE-regulated context.
• A minimum of 3 years working directly with NRC nuclear security regulations at a licensed, applicant, or authorized facility.
• Practical experience in authoring or significantly revising at least one NRC-reviewed Physical Security Plan or a comparable nuclear security basis document for regulatory purposes.
• Direct involvement with NRC staff in pre-application discussions, audits, or licensing evaluations.
• Comprehensive understanding of 10 CFR Part 73, including protected/vital area design, target set analysis, and insider threat mitigation strategies.
• Proficient knowledge of cyber security interfaces pertinent to NRC-regulated nuclear facilities, including 10 CFR 73.54.
• General knowledge of NISPOM / 32 CFR Part 117 industrial security requirements sufficient to fulfill the role of a designated Facility Security Officer.
• Basic familiarity with DOE Q clearance and personnel security processes.
• Capacity to translate regulatory security requirements into tangible design and program necessities, ensuring traceability from requirement to implementation.
• Strong technical writing abilities and demonstrable experience producing documentation for regulatory bodies.
• Proficient use of Microsoft Office applications (Word, Excel, PowerPoint).
• Capability to independently contribute as an individual and build a licensing security strategy from the ground up.
• Effective communication skills with government regulators, executives, and engineering stakeholders.
• Must be a U.S. person eligible to fulfill DOE Export Control requirements under 10 CFR 810.
• U.S. Citizen; must be able to obtain and retain a DOE Q clearance or final U.S. TOP SECRET security clearance.
• Willingness to travel to Parsons, Kansas on a milestone-driven basis.
• Ability to operate a personal computer and remain seated for extended durations.
• Capable of traveling via commercial airlines and ground transportation.
• Able to exert up to 10 lbs. of force occasionally and/or minimal force frequently.
