This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Oversee the planning, execution, and application phases of monitoring, evaluation, and learning activities.
• Perform quality assessments of technical outputs.
• Prepare and finalize requested outputs.
• Offer technical guidance by aligning specialized expertise with assignment requirements.
• Review and authorize the technical quality of specialist deliverables.
• Provide technical support and mentorship to team members.
• Lead the development of terms of reference, evaluation design, interim, final, and thematic evaluations.
• Direct rapid studies, fieldwork, and mixed-methods analysis.
• Collaborate with specialists on-site facilitation, data gathering, site visits, and observations when fieldwork is applicable.
• Review evidence, synthesize findings, validate results, and assess outcomes.
• Ensure the accuracy of AI-assisted analyses or content before integration into deliverables.
• Facilitate sensemaking and technical learning.
• Act as the technical expert in evaluation, learning, and data usage.
• Support DOL ILAB Monitoring, Evaluation, Learning, and Data Services initiatives.
• A Master’s degree or higher is required.
• A minimum of 8 years of recent experience in monitoring, evaluation, and learning within international development projects, particularly in communities and populations served by ILAB initiatives.
• Preferred: master's degree in evaluation, economics, public policy, social science, or a related discipline.
• Proven leadership in similar evaluations.
• Experience with sampling, both quantitative and qualitative methods, performance measurement, evidence synthesis, and technical review.
• Commitment to methodological rigor, impartiality, ethical judgment, cultural sensitivity, and recommendations focused on practical utilization.
• Capability to secure necessary IRB/ethical approvals and manage safeguards for sensitive information.
• Ability to engage in discussions about AI strategies with the COR and provide human validation.
• Proficiency in English as a work/site language.
