This is a fully remote position, open to applicants in Virginia.
β’ Offer expertise in local pro-housing regulatory reforms, focusing on land use, zoning, development review, and permitting practices.
β’ Act as a knowledgeable subject matter expert during listening sessions and training events throughout the United States.
β’ Foster discussions among local participants to pinpoint practical and suitable regulatory reforms.
β’ Utilize HUDβs State and Local Best Practices for Home Construction and relevant sections of the 21st Century ROAD to Housing Act.
β’ Create recommendations, training materials, and facilitate stakeholder discussions.
β’ Review and contribute to shaping HUD's written materials intended for local government audiences.
β’ Collaborate with HUD, other technical assistance providers, and ICF team members.
β’ Assist in initiatives under HUD Technical Assistance programs, including Thriving Communities and Community Compass.
β’ A Bachelorβs degree or equivalent in urban or regional planning, public administration, public policy, government, real estate development, housing, or a related field, OR at least 10 years of relevant professional experience.
β’ A minimum of 7 years of proven experience in land use, zoning, development review, building or planning approvals, permitting modernization, or related pro-housing reforms.
β’ Strong understanding of how state and local regulatory frameworks influence housing supply, development expenses, project feasibility, and construction timelines.
β’ Proven ability to translate intricate policy or regulatory concepts into practical guidance.
β’ Experience in developing, reviewing, or delivering training presentations and facilitating discussions with diverse audiences.
β’ Willingness and ability to travel to approximately two to four listening sessions across the United States.
β’ Exceptional verbal, interpersonal, facilitation, presentation, and written communication skills.
β’ Strong analytical and problem-solving abilities.
β’ Capability to deliver consistent, high-quality content while adapting examples and discussion techniques for various community contexts.
β’ Proven ability to work effectively in a collaborative, multi-partner environment and manage varied, project-driven tasks.
β’ Proficiency in Microsoft Office applications, especially Word, PowerPoint, Outlook, and Excel.
