HCM Data Migration Middleware Developer

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Design, develop, and maintain ETL pipelines and middleware that transform legacy HR data into formats compatible with Oracle Fusion HCM Data Loader and HCM Spreadsheet Data Loader.

• Handle agency migrations, which can range from 10,000-employee agencies to large federal agencies.

• Lead development teams in the creation and design of Oracle Fusion HCM extensions utilizing VBS, APEX, Application Composer, and Page Composer.

• Uphold the configuration-first principle when customizing Oracle Fusion.

• Design and create custom page layouts, embedded applications, and extension user interfaces using JavaScript, HTML5, and Oracle JET within Visual Builder Studio.

• Develop custom REST API integrations with Oracle Fusion HCM business objects and external federal systems through the federal APIM gateway.

• Create BI Publisher reports and data extracts, including agency-specific templates, EHRI submissions, and reports that comply with Section 508.

• Manage sandbox environments and personalization layers across development, testing, and production environments.

• Establish development standards, conduct code reviews, and implement version control practices for VBS and APEX extensions.

• Design and execute custom workflow extensions and approval routing for federal HR processes.

• Collaborate with functional consultants on technical design, effort estimations, and development risks during SAFe Agile sprint planning sessions.

• Conduct technical evaluations and architecture assessments for decisions regarding build-versus-configure.

• Provide support for production deployments and troubleshoot extension-related issues with L3 technical support during go-live and hypercare phases.

• Analyze and resolve complex functional and technical challenges independently.

• Mentor junior team members and provide guidance to consultants on best practices for Oracle Fusion HCM.

• Lead smaller work efforts and technical initiatives while reviewing deliverables.

⛳️ Requirements

• Ability to obtain and maintain a Public Trust clearance.

• U.S. citizenship is mandatory.

• Bachelor’s degree with 7 years of relevant experience; additional experience may be considered in lieu of a degree.

• Over 7 years of software development experience focused on enterprise application extensions and customizations.

• A minimum of 3 years of hands-on development experience with Oracle VBS, VBCS, or Oracle APEX within Oracle Cloud HCM or ERP environments.

• Proficiency in JavaScript, HTML5, CSS3, and RESTful API development and consumption.

• Experience with Oracle Fusion extensibility tools, including Application Composer, Page Composer, sandboxes, and personalization frameworks.

• Capability to lead development teams in Agile/SAFe environments, encompassing code reviews, sprint planning, and technical mentorship.

• Familiarity with BI Publisher, including data models, templates, and formatting.

• Understanding of Oracle Fusion Cloud upgrade cycles and practices for ensuring extension upgrade safety.

• 8+ years of software development experience, including at least 3 years in a technical lead role on Oracle Cloud implementations (preferred).

• Oracle Cloud development certifications (VBS, APEX, OCI Developer) are preferred.

• Experience in extending Oracle Fusion HCM for federal agencies or large enterprise environments (50,000+ employees) is preferred.

• Proficiency with Oracle JET and Oracle Fusion design patterns is preferred.

• Experience with Oracle Integration Cloud (OIC) for extension integrations and orchestrations is preferred.

• Familiarity with Section 508/WCAG 2.1 AA accessibility standards for web applications is preferred.

• Knowledge of Oracle Fusion HCM modules (Core HR, Compensation, Talent, Workforce Management) from a developer integration standpoint is preferred.

• Experience with Oracle Cloud technologies such as OIC and OCI within enterprise HCM or ERP environments is preferred.
