Estimator – Cost Manager, EV Construction

This is a fully remote position, open to applicants in California.

📋 Description

• Serve as the main commercial liaison with the client throughout the design and construction phases.

• Offer cost planning, estimating, and forecasting expertise.

• Develop and present cost plans at critical design and construction milestones.

• Set up and uphold cost control, change management, and commercial governance procedures.

• Estimate, review, negotiate, and oversee change orders.

• Assess contractor and subcontractor pricing for precision, entitlement, and value for money.

• Manage contingency, track commitments, forecast costs to completion, and analyze cost variances.

• Execute post-contract quantity surveying, cost control, valuations, and payment certifications.

• Conduct interim valuations, cost checks, and commercial audits.

• Evaluate and provide written feedback on contractor submissions.

• Oversee the cost and commercial elements of contracts.

• Negotiate, finalize, and settle final accounts.

• Gather built-cost data and maintain benchmarking records.

• Collaborate with owners, project managers, design teams, and contractors.

• Analyze and communicate cost, risk, and schedule implications to inform engineering and design priorities.

• Coordinate cost data from GC submissions, subcontractor pricing, supplier contributions, direct procurement, and A/E quantities.

• Engage in value engineering and design optioneering processes.

• Prepare funding data, executive cost presentations, and reporting materials.

• Assist in the commercial management of electrical distribution, utility upgrades, MEP-heavy building systems, site works, civil packages, phased construction, EV charging, and fleet-support infrastructure.

• Manage the cost and change ramifications of phased delivery, fast-track construction, and evolving operational needs.

• Generate monthly cost reports, forecasts, and commercial dashboards.

• Utilize internal systems to oversee commission financial performance, profit margins, and resource forecasting.

• Implement Turner & Townsend Business Management Systems and delivery methodologies.

• Identify, coach, and mentor junior team members.

• Comply with relevant SOX control responsibilities.

⛳️ Requirements

• Bachelor's degree in Construction Management, Cost Management, Quantity Surveying, Engineering, or a related construction field.

• Over 5 years of relevant experience in cost management or quantity surveying within the construction sector.

• Demonstrated experience delivering cost management services on medium to large, intricate construction projects.

• Ideally experienced in mission-critical, industrial, infrastructure, or campus-scale settings.

• A background in construction consultancy or client-side cost management is strongly preferred.

• Deep understanding of construction contracts, procurement methods, valuations, change control, and final account processes.

• Experience supporting MEP-intensive projects, infrastructure packages, and utility-driven construction scopes.

• EV sector experience is preferred but not mandatory.

• RICS accreditation or progress towards chartership is preferred.

• Exceptional written and verbal communication abilities.

• Confidence in engaging with senior stakeholders.

• Proximity to the SF Bay Area and the ability to interact locally with project teams and stakeholders is a significant advantage.
