This is a fully remote position, open to applicants in United States.
• Assist in managing the Army's environmental portfolio for the Office of the Deputy Assistant Secretary of the Army for Environment, Safety, and Occupational Health.
• Research and compile environmental statutes, regulations, Department of Defense (DoD) and Army policies, and guidance.
• Formulate recommendations to modify, update, or withdraw Army environmental issuances.
• Provide advice to government personnel regarding the structure, format, and staffing of environmental policy products.
• Gather, analyze, and address stakeholder feedback on draft policies and guidance.
• Maintain comment matrices and records of decisions.
• Facilitate comment resolution with Army subject-matter experts and incorporate approved amendments.
• Develop, route, and monitor ETMS2 tasking packages and staffing actions.
• Create agendas and minutes for working groups, along with research summaries, draft guidance, executive briefings, white papers, newsletters, and training materials.
• Assist with annual compliance reporting, tracking and analysis of Notices of Violation, and products for headquarters visibility.
• Support inputs for Planning, Programming, Budgeting, and Execution (PPBE) and justification materials.
• Collaborate across Army staff, commands, and installations while reviewing products for technical accuracy and adherence to Army writing standards.
• A Bachelor’s degree in environmental science, environmental policy, environmental or civil engineering, natural resources, public policy/administration, or a related field; a master’s degree is preferred.
• 8–10 years of professional experience in environmental compliance, environmental policy, or support for federal/DoD environmental programs.
• Familiarity with major environmental programs relevant to DoD installations, including the Clean Air Act (CAA), Clean Water Act (CWA), Resource Conservation and Recovery Act (RCRA), and Toxic Substances Control Act (TSCA).
• Experience in developing or significantly revising policies, guidance, Standard Operating Procedures (SOPs), or similar official issuances, including resolving comments.
• Experience in supporting regulatory compliance activities such as reporting, monitoring, inspection/Notice of Violation (NOV) responses, or providing implementation guidance.
• Excellent written and verbal communication skills.
• Proficient in writing for senior Army audiences and facilitating working group discussions.
• Skilled in Microsoft Excel, PowerPoint, and Word.
• Ability to obtain a Secret clearance.
