This is a fully remote position, open to applicants in United States.

📋 Description

• Develop and sustain Northrop Grumman’s governance model for skills-based talent development, encompassing standards, processes, and decision rights.

• Create and manage enterprise and functional skills taxonomies, proficiency levels, and role profiles that align with the business strategy.

• Collaborate with HR technology teams to incorporate skills structures into platforms such as Workday, Eightfold, Talent Design, learning, performance, succession, and workforce planning.

• Establish and lead the governance committee focused on skills-based initiatives.

• Identify council members and manage the operations of the committee.

• Report on governance status and issues to Talent leadership.

• Define the membership and operating rhythms of the committee.

• Coordinate the review and approval of skills, proficiencies, and job profiles with Job Family Group representatives.

• Facilitate input and information dissemination from Segment representatives to Segment leaders.

• Ensure that committee decisions are in alignment with enterprise governance and wider talent practices.

• Transform business and workforce strategies into skills-based talent development roadmaps and prioritized initiatives.

• Identify essential roles and skills, and suggest strategies for development, acquisition, and mobility.

• Drive the shift from primarily role-based to skills-based approaches in staffing, development, internal mobility, and career pathways.

• Collaborate with HR partners, business leaders, and Centers of Excellence (COEs) to co-create the model and secure sponsorship and alignment.

• Design and implement communication and change strategies to foster adoption and behavioral change.

• Lead workshops and working sessions with leaders and subject-matter experts.

• Partner with people analytics to define and monitor metrics related to workforce transformation and talent development.

• Utilize data, feedback, and committee insights to evaluate effectiveness and suggest necessary adjustments.


⛳️ Requirements

• Bachelor’s degree with a minimum of 8 years of relevant experience in HR, talent management, learning & development, workforce planning, or organizational development, OR a Master’s degree with at least 6 years of relevant experience in these areas.

• Proven experience in leading large-scale talent or workforce transformation initiatives within a complex, matrixed environment.

• Demonstrated capability to design and implement governance structures or standards across multiple stakeholder groups.

• Strong skills in stakeholder management, communication, and facilitation.

• Strategic and systems thinking capabilities.

• Proficiency in workforce and talent planning.

• Expertise in skills and capability development.

• Experience in governance and standards design.

• Ability to collaborate and influence across functions.

• Data-driven decision-making skills.

• Strong program and project management abilities.

• Leadership skills in change management and communication.

• Experience with skills-based talent management, including skills taxonomies, role/skills architectures, and proficiency models.

• Practical experience with HR and skills platforms such as Eightfold and/or Talent Design.

• Proficiency in HR systems and data literacy.

• Experience using people analytics or workforce data to inform talent decisions and assess impact.

• U.S. Citizenship is required for positions that necessitate a government clearance and certain other restricted roles.
