Engineering Manager

This is a fully remote position, open to applicants in United States.

📋 Description

• Lead a team of engineers in developing and managing systems that enhance the effectiveness of vital public services.

• Supervise, mentor, and cultivate engineers through regular check-ins, constructive feedback, growth opportunities, and challenging assignments.

• Manage technical delivery across 2–3 projects, tracking progress, mitigating risks, and achieving sustainable outcomes.

• Provide guidance to staff on best practices and sound technical judgment.

• Create opportunities for engineers to take ownership of meaningful work with clear expectations and accountability.

• Address and resolve conflicts among team members.

• Recruit and retain top engineering talent.

• Define technical direction, anticipate challenges, document decisions, and articulate rationale.

• Collaborate with product, design, research, and program leads on priorities and interdependencies.

• Develop features, write automated tests, and establish monitoring mechanisms for quality assurance.

• Release minimal features iteratively and subsequently enhance them for scalability.

• Oversee architecture and data-modeling decisions for key components of production systems.

• Actively participate in design, implementation, and code reviews utilizing AI-assisted development.

• Promote the adoption of contemporary delivery practices, new technology stacks, and AI-assisted development.

• Create technical documentation and educational materials for both internal and external stakeholders.

• Perform additional duties as assigned.


⛳️ Requirements

• A minimum of 7 years of experience as a software engineer, engineering manager, or equivalent, including leadership of engineering teams.

• Proficiency in multiple programming languages, frameworks, or technology stacks, with a quick adaptability to new ones.

• Exceptional communication, collaboration, and writing abilities.

• Capability to manage cross-functional relationships and facilitate decision-making processes.

• Proven success in leading multidisciplinary technical teams that develop and maintain reliable technical solutions, including testing, observability, and operational rigor.

• Experience in building and empowering collaborative, high-performing teams while navigating ambiguity in a rapidly changing environment.

• Familiarity with effectively applying AI and emerging technologies, anticipating and mitigating associated risks, along with experience in AI-assisted development.

• Knowledge of cloud infrastructure and Infrastructure-as-Code tools.

• Familiarity with Agile Software Development methodologies such as Scrum, XP, TDD, or BDD.

• Ability to use AI coding tools judiciously and validate generated code for quality.

• An inquisitive attitude toward emerging AI tools and a commitment to their responsible and effective use.

• Strong dedication to Code for America's mission.

• Personal or professional experience with the social safety net or other relevant government services is a plus.

• Experience in government, civic technology, or digital transformation initiatives is advantageous.

• Experience leading matrixed, multidisciplinary teams is beneficial.

• Familiarity with complex, legacy, or regulated technical environments is a plus.

• Must reside full-time within the United States.
