Energy Policy – Regulatory Manager

This is a fully remote position, open to applicants in Texas.

📋 Description

• Oversee developments in federal, state, provincial, regional, and local legislation, regulations, and policies that impact CyrusOne's business interests.

• Conduct research and analysis on energy, utility, market, infrastructure, and regulatory issues that influence data center development and operations.

• Monitor utility commission proceedings, legislative initiatives, market reform initiatives, and regulatory processes relevant to the company's growth strategy.

• Summarize intricate policy and regulatory developments and convey their implications to internal stakeholders.

• Stay informed about trends related to energy infrastructure, grid reliability, transmission development, renewable energy, and sustainability.

• Assist in the development and implementation of advocacy initiatives that promote CyrusOne's energy and infrastructure priorities.

• Create policy position papers, briefing materials, presentations, comments, testimony, talking points, and communications for stakeholders.

• Coordinate the internal review and approval processes for policy-related documents.

• Facilitate engagement with industry associations, coalition partners, consultants, and external stakeholders.

• Prepare for meetings with policymakers, regulators, utilities, and industry organizations.

• Establish and maintain relationships with internal business partners and external stakeholders.

• Participate in industry meetings, conferences, regulatory workshops, and stakeholder forums.

• Organize information gathering from subject matter experts, consultants, and stakeholders.

• Collaborate with teams in Land Strategy, Power & Energy, Market Intelligence, Development, Legal, Sustainability, and others.

• Provide policy and regulatory research assistance to business leaders and project teams.

• Assess regulatory risks and opportunities linked to development projects, utility initiatives, and energy procurement activities.

• Support strategic recommendations concerning regulatory and policy issues.

• Contribute analysis of energy market and policy trends to internal planning efforts.

• Develop reports, presentations, and analytical materials that aid executive decision-making.

• Maintain organized records of policy developments, regulatory activities, stakeholder engagement, and advocacy efforts.

• Assist with special projects and strategic initiatives as assigned.

• Carry out other duties as necessary.

⛳️ Requirements

• A bachelor's degree in Public Policy, Political Science, Law, Energy Management, Economics, Environmental Policy, Business, or a related field is required.

• A minimum of 7 years of experience in energy policy, regulatory affairs, government affairs, public affairs, utility regulation, energy markets, or a related field.

• Experience working with or for utilities, regulators, governmental agencies, energy companies, trade associations, consulting firms, or similar organizations.

• Proficient understanding of energy markets, utility regulation, energy infrastructure, renewable energy policy, and regulatory processes.

• Proven experience in monitoring and analyzing legislative, regulatory, and policy developments.

• Strong research, analytical, and problem-solving capabilities.

• Exceptional written, verbal, and presentation skills.

• Ability to effectively communicate complex policy and regulatory subjects to diverse audiences.

• Excellent organizational skills with the capacity to manage multiple priorities concurrently.

• Willingness to travel as business needs dictate.

• Preferred: experience supporting regulatory proceedings, legislative initiatives, or energy policy advocacy efforts.

• Preferred: familiarity with wholesale energy markets, transmission policy, electric utility regulation, renewable energy policy, or energy procurement programs.

• Preferred: knowledge of issues affecting data centers, digital infrastructure, large commercial and industrial energy users, or infrastructure development.

• Preferred: experience collaborating with utility commissions, regional transmission organizations (RTOs), independent system operators (ISOs), legislative bodies, or trade associations.

• Preferred: demonstrated interest in energy infrastructure, grid modernization, reliability, decarbonization, and emerging energy technologies.

• Preferred: experience preparing policy submissions, regulatory comments, briefing documents, or stakeholder communications.

• A master's degree, Juris Doctor (JD), or other relevant advanced degree is preferred.
