Emergency Case Management Personal Financial Educator

This is a fully remote position, open to applicants in Japan.

📋 Description

• Act as the primary contact for Sailors, their families, DoD civilians, and families in need of financial services and transition assistance.

• Engage in emergency response drills organized by the Region or Installation.

• Collaborate with military community organizations.

• Deliver comprehensive emergency case management services.

• Facilitate family services and referrals utilizing installation, community, state, intrastate, and federal resources.

• Aid public awareness initiatives such as Ready Navy.

• Execute emergency response strategies in humanitarian situations.

• Assist families with paperwork, requirements, guidance, directions, displacement, and transition procedures.

• Carry out Emergency Family Assistance Center duties.

• Prepare and present management briefings regarding training and exercises.

• Maintain consistent communication with CNIC, Naval Intelligence (N1), and local military installations on resources and policies.

• Document and monitor information, referrals, consultations, education, IDS, and emergency-preparedness services in FFSMIS and NFAAS.

• Organize and provide Personal Financial Management courses and workshops.

• Offer initial and refresher training for Command Financial Specialists and support them.

• Provide on-site assistance aboard Navy ships for shipboard events and Return and Reunions.

• Deliver personalized financial counseling while adhering to ethical standards.

• Utilize collaboration platforms, video conferencing, and project management tools for effective communication and virtual services.

• Conduct basic technology troubleshooting.

• Stay updated on personal finance and financial counseling trends.

• Assist with marketing and outreach efforts.

• Offer rotational support for the Family Information Call Center.

• Execute other assigned responsibilities.


⛳️ Requirements

• Applicants must reside in Japan.

• A Bachelor’s degree from an accredited institution, or equivalent education and experience is required.

• Must hold and maintain national certification as an Accredited Financial Counselor or have completed the requisite 1,000 hours of experience needed to acquire it.

• A minimum of two years of experience in providing financial education, training, and individual financial counseling is essential.

• Proven experience in delivering financial-management training for both large and small groups.

• Familiarity with digital technology for virtual training is necessary.

• Experience conducting one-on-one consultations of varying complexity is required.

• Understanding of assessment-tool development and implementation, including surveys.

• Awareness of military life and its challenges is important.

• Deep knowledge of personal financial management issues impacting service members and their families is crucial.

• Proficiency in technology tools for virtual service delivery, communication, and collaboration is needed.

• Familiarity with social services and community resources is essential.

• Understanding of adult education principles and training curriculum development is important.

• Strong verbal and written communication skills are required.

• Proficient in Microsoft Office Suite and capable of preparing management reports.

• Flexibility in scheduling, including availability on some weekends, after-hours, and extended shifts is necessary.

• Must meet naval shipboard requirements if deployed.

• Access to U.S. Government facilities and systems is required.

• U.S. citizenship is mandatory.

• A valid driver’s license, passport, transportation, and auto insurance are required.

• Successful completion of pre-employment and government background checks, including FBI fingerprints, is necessary.

• Required medical and dental health screenings for travel to remote locations must be obtained.

• Must currently possess or be eligible to obtain a U.S. passport.

• A quiet workspace with stable internet access is required when not traveling.

• Ability to lift up to 20 pounds may be necessary.
