This is a fully remote position, open to applicants in United States.
• Spearhead the policy and advocacy approach to formulate legislation, regulations, and policy solutions that enhance coverage and funding for reproductive health care, pregnancy care, and abortion services.
• Identify strategic avenues to progress policy initiatives and serve as a subject-matter authority on emerging policy opportunities.
• Collaborate in developing policy and campaign strategies alongside state-based partners.
• Create replicable policy frameworks, model legislation, and advocacy resources.
• Elevate NIRH’s reputation as a trusted authority in reproductive health policy through external meetings, convenings, and collaborative environments.
• Draft and review legislative, regulatory, and advocacy documents, including policy memos, testimonies, comments, and guidance for partners.
• Oversee and synchronize policy initiatives across campaign priorities related to abortion affordability, culturally appropriate pregnancy care, and data privacy.
• Develop strategy for public funding and coverage initiatives, focusing on Medicaid, insurance coverage, and appropriations across various states.
• Report to and closely collaborate with the VP of Policy & Research.
• 7 to 12 years of experience in policy and advocacy.
• Minimum of 3 years of advocacy experience at the state level.
• Proven track record of advancing state legislation and/or achieving administrative or regulatory policy reforms.
• Experience working at the crossroads of policy issues such as Medicaid and reproductive health, particularly in the context of birth justice.
• In-depth knowledge in at least one, preferably two, of the following areas: state Medicaid programs and reproductive health coverage policies; state appropriations and budget procedures across multiple states; administrative advocacy involving Medicaid programs, insurance commissioners, and other state regulatory entities.
• Exceptional research, writing, and analytical abilities.
• Capacity to translate intricate legal and policy concepts into practical guidance.
• Strong skills in relationship-building and experience collaborating with external partners, coalitions, and cross-functional teams.
• Dedication to applying an intersectional and reproductive justice perspective to policy recommendations and advocacy efforts.
• Preferred but not required: experience linking policy advocacy with political or electoral strategies.
• Preferred but not required: law degree.
• Preferred but not required: experience in a state or local administrative agency.
